CITY OF VINELAND, N.J. ORDINANCE NO. 2026-10 ORDINANCE NO. 2026-10, ORIDNANCE AMENDING ORDINANCE 2005-100, AS AMENDED, CHAPTER 425, ARTICLE VIII OF THE CODE OF THE CITY OF VINELAND ENTITLED AFFORDABLE HOUSING On June 11, 2025, the Planning board of the City of Vineland adopted Resolution 6710 adopting a Fourth Round Housing Element, Fair Share Plan and Spending Plan and recommended to City Council which it adopted June 17, 2025. This Ordinance shall amend the above named chapters in the title to set forth regulations regarding the very low-, low- and moderate-income housing units in the City of Vineland consistent with the provisions outlined in P.L. 2025, Chapter 2 and ensure the “affordable units” are created with controls on affordability over time and that households shall occupy these units pursuant to statutory requirements. This Ordinance implements and incorporates the relevant provision of the HEFSP, adopted by the Planning Board of the City of Vineland pursuant to the Municipal Land Use Law at N.J.S.A. 40:55D-1, et seq. and addresses the requirements of P.L. 2025, Chapter 2, the FHA, J.J.A.C. 5:99, NJ Supreme Court upheld COAH regulations at N.J. A.C. 5:93 and 5:97, and UHAC at N.J.A.C. 5:80-26.1, as may be amended and supplemented. The above ordinance was introduced and passed on its first reading at a meeting of the Council of the City of Vineland conducted on Tuesday, February 10, 2026 and is scheduled for a second reading, public hearing, and adoption at a meeting of said Council scheduled for Tuesday, February 24 2026, at 5:30 p.m., prevailing time, in City Council Chambers, City Hall, Seventh & Wood Streets, Vineland, NJ. This ordinance is posted on the official bulletin board on the ground floor lobby of City Hall and full copies may be obtained by anyone without cost from the office of the Municipal Clerk, or by visiting the City's website, www.vinelandcity.org, under “City Council,” “Current Council Meeting Agenda.” RICHARD G.
