Notice to Bidders Notice is hereby given that sealed proposals will be received by the City of Rahway, Union County, New Jersey (the “Owner”) for the City of Rahway Flood Control and Levee Gate Evaluation and Replacement Project and be opened and read virtually by the City of Rahway, on Microsoft Teams, on Thursday, March 12th, 2026, 10:00 AM prevailing time. The Project consists of the replacement of seven sluice gates ranging from 18-inch to 54-inch diameter, and nineteen tide gates ranging from 4-inch to 60-inch diameter. All work on this contract must be completed within 270 calendar days from issuance of a Notice to Proceed. A non-mandatory pre-bid conference will be held on Thursday, February 12, 2026 at 11:00 AM meeting at the City of Rahway Public Library Parking Lot located at 2 City Hall Plaza, Rahway, NJ 07065. All questions prior to bid must be submitted in writing to brian.kenney@fpaengineers.com and chris.marx@fpaengineers.com by Tuesday, February 17, 2026 at 4:00 PM. The Bids shall be addressed to Frank Ruggiero, CFO/Purchasing Agent, Department of Finance, 1 City Hall Plaza, Rahway, NJ 07065. Bids must be received no later than 9:00 AM, Thursday, March 12th, 2026 which is one hour before the bid opening is scheduled to take place. Contractors may hand deliver bids on Thursday March 12th, 2026 before 9:00 AM to the Purchasing Agent. Alternatively, bidders can submit their bid via common carrier. Bidders are encouraged to use overnight delivery. Each Bidder is solely responsible for the timely delivery of their Bid and no bids shall be considered which are presented after the public call for receiving bids. Any bid received after the date and time specified will be returned, unopened, to the Bidder. Paper copies will be provided after a non- refundable charge of $300.00 payable to French & Parrello Associates is received. Paper copies will be sent via UPS or FedEx if the contractor provides UPS or FedEx account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS. The City is not responsible for full or partial sets of Bidding Documents, including any addenda, obtained from any other source. The Contract Documents will be available to request from French and Parrello Associates beginning on Monday, February 2nd, 2026, from 8:30 AM-5:00 PM. The Contract Documents will be available to review in the Engineering Department at City Hall from 8:30 AM -4:30 PM during regularly open business days. Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents. Three sets of documents, one original and two CERTIFIED copies, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to the City of Rahway and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of “City of Rahway” for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2.
