NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN THAT PROPOSALS FOR: RENOVATIONS TO: NEWTON FIREHOUSE No. 1 (phase 2) Bids will be received no later than Thursday, March 12th, 2026 at 10:30 P.M., prevailing time, at the Newton Municipal Building, 39 Trinity Street, Newton, New Jersey and publicly opened and read in the Council Room at the hour mentioned above. Bid documents will be available through the office of HQW Architects, L.L.C., 14 North Village Blvd. – Suite C – Sparta, NJ 07871 (Phone: 973-383-5550) beginning on Friday, February 20th, 2026 at 9:00 A.M. Bidding documents will be available only electronically by submitting an email request to Paul Murphy at PaulM@hqwllc.com. Bidding documents will not be mailed, emailed or be available for pickup or inspection. They may only be downloaded from the Secure File Sharing website with access granted upon request. Bidders must email their request at least twenty-four (24) hours or one (1) business day in advance to gain access to bid documents as a registered plan holder. Bids must be properly and completely executed on the proposal forms furnished with the contract documents. Each bid shall be delivered in a sealed envelope, clearly marked on the outside with the name of the item being bid and delivered to the Administration Office at the place designated on or before the hour mentioned above. All bids must be accompanied by a non-collusion affidavit, a statement of ownership, an affirmative action questionnaire, and a New Jersey Business Registration Certificate. All bidders are required to comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C. 17:27 for affirmative action programs. P.L. 2021, c. 301 also amended N.J.S.A. 34:11 -56.27 to require that any contract for public work expressly stipulate that workers performing work under the contract shall not be paid less than the required prevailing wage rate. Contractors and their sureties shall be liable to the public body, any lessee to whom the public body is leasing a property or premises or to any lessor from whom the public body is leasing or will be leasing a property or premises, for any excess costs occasioned by the termination of their right to proceed with the work, or such part of the work as to which there has been a failure to pay required wages. No proposal may be modified, withdrawn or canceled by the bidder for a period of sixty days subsequent to the opening of bids. The Town of Newton reserves the right to reject any and all bids and to make such awards as may be in the best interest of the Town of Newton. The Town also reserves the right to waive any informality in any bid. A non-mandatory walk through will be conducted at the site on Wednesday, February 25th, 2026 at 9:00 AM local time. All bidders are strongly encouraged to attend the walk through. All questions and requests for clarifications on the Construction Documents must be submitted in writing no later than 1:00 PM on Friday, February 27th, 2026, (via e-mail) to Paul Murphy, Project Manager at PaulM@hqwllc.com Answers to bidders' questions will be published in writing to all bidders of record in the form of an addendum which will be uploaded to the Secure File Sharing website issued by HQW Architects, L.L.C.
