PREVAILING TIME AT BASCS AT WHICH TIME AND PLACE ALL BIDS WILL BE PUBLICLY OPENED BY THE OR HIS DESIGNEE. THE CONTRACT SHALL BE A SINGLE OVERALL CONTRACT.
