NEWARK CENTRAL PLANNING BOARD PUBLIC NOTICE OF PRELIMINARY AND FINAL SITE PLAN, AND "C" VARIANCES AND WAIVERS PROPERTIES: 16-18 Oliver Street and 330-338 Mulberry Street, Newark, NJ Block 887, Lots 23 and 24 APPLICANT: A & R Capital Limited Liability Company APPLICATION NO.: CPB 25-89 PROJECT: The applicant is proposing to consolidate Lots 23 and 34 and demolish the existing structures and construct a new six-story, mixed-use building with 225 residential units, with two retail spaces, residential tenant amenities, 111 equivalent parking spaces (including 85 on-site parking spaces (83 stalls) inclusive of eight (8) Auto-Share spaces and two (2) tandem spaces) and associated site improvements. APPROVAL: Notice is hereby given that Newark Central Planning Board, City of Newark, New Jersey, at a Virtual Public Hearing held on January 12, 2026 voted to grant (1) Preliminary and Final Major Site Plan Approval: (2) "c" variances for (a) insufficient rooftop penthouse setback, (b) insufficient off-street parking spaces, (c) insufficient shade tree amount, (d) insufficient ground floor height on Mulberry Street; and (3) waiver for insufficient driveway access aisle.
