Box 420, Mail Code 401-03D Trenton, New Jersey 08625-0420 Fax: 609-633-8165 City of Newark Greenstreets Project Essex County, New Jersey Project No. S340815-27 To All Interested Government Agencies and Public Groups: The City of Newark (Newark) is pursuing financial assistance from the New Jersey Water Bank (NJWB) for the construction of green infrastructure improvements within the public rights-of-way at Dayton Street, Foster Street, Horatio Street, Ferry Street, and Dawson Street in the City of Newark, Essex County, New Jersey. The proposed project includes the installation of approximately 17 enhanced tree trenches, approximately 22 stormwater planters, approximately 6 stormwater planter bump-outs, and approximately 15 porous concrete panels designed to capture stormwater runoff and reduce the volume conveyed to Newark's combined sewer system, which is hydraulically connected to the larger system operated by the Passaic Valley Sewerage Commission (PVSC). The proposed green infrastructure improvements will reduce localized flooding, decrease the overall volume and frequency of combined sewer overflow (CSO) events, and improve water quality in the receiving water bodies. The project is part of Newark's CSO Long-Term Control Plan (LTCP) and supports compliance with state and federal water quality standards. The Department of Environmental Protection (Department) has reviewed the proposed action for potential environmental impacts in accordance with N.J.A.C. 7:22-10. Based on planning information submitted in support of the proposed action, the Department has determined that it qualifies for a Level 1 environmental review. The rules provide that this level applies to certain categories of actions that are expected to have little or no adverse environmental impact. Based on the Level 1 environmental review, the Department has made a decision to approve the planning information for the proposed action. This decision is a part of the financial assistance application process but is not a commitment of federal or state funds. An environmental summary of the proposed action, including the basis for determining that this project qualifies for a Level 1 environmental review, is enclosed. Please note, in accordance with N.J.A.C. 7:22-10.4(d)1, the applicant is responsible for advertising this decision document within two weeks of the date of this decision document and for making the planning and decision documentation available for public review.
