BOND ORDINANCE STATEMENT AND SUMMARY The guaranty ordinance, the summary terms of which are included herein, has been finally adopted by the County of Cumberland, State of New Jersey on February 24, 2026 and the 20 day period of limitation within which a suit, action or proceeding questioning the validity of such guaranty ordinance can be commenced, as provided in the Local Bond Law, has begun to run from the date of the first publication of this statement. Copies of the full guaranty ordinance are available at no cost and during regular business hours, at the Clerk's office for members of the general public who request the same. The summary of the terms of such guaranty ordinance follows: Title: AN ORDINANCE OF THE COUNTY OF CUMBERLAND, NEW JERSEY, AUTHORIZING THE GUARANTY OF THE PAYMENT OF THE PRINCIPAL OF AND INTEREST ON NOT EXCEEDING $16,000,000 AGGREGATE PRINCIPAL AMOUNT OF COUNTY GUARANTEED LEASE REVENUE BONDS (STATE POLICE BARRACKS PROJECT – RED LION), SERIES 2026, ISSUED BY THE CUMBERLAND COUNTY IMPROVEMENT AUTHORITY FOR THE PURPOSE OF PROVIDING ADDITIONAL SECURITY THEREFOR AND DETERMINING CERTAIN OTHER MATTERS IN CONNECTION THEREWITH Purpose: To guaranty the payment of bonds issued by the Cumberland County Improvement Authority (the “Authority”) to finance, among other things: (i) the costs of the planning, design and construction of a new barracks facility for use by the New Jersey State Police in Burlington County; (ii) all other costs and expenses necessary for or related to the development, construction and equipping of the barracks facilities; (iii) capitalized interest, if any, on any bonds issued by the Authority to finance the costs thereof; and (iv) the costs of issuance with respect to the proposed financing.
