P U B L I C N O T I C E Petition to Amend the Kingsland Redevelopment Plan File No. SP-806 PLEASE TAKE NOTICE that the New Jersey Sports and Exposition Authority (NJSEA) will hold a public hearing on Tuesday, March 17, 2026, at 10:00 a.m. to obtain comments on a petition to amend the Kingsland Redevelopment Plan, originally adopted by the New Jersey Meadowlands Commission (NJMC) on May 27, 2009, and amended on January 26, 2011. The NJMC was consolidated within the NJSEA pursuant to the 2015 Hackensack Meadowlands Agency Consolidation Act, P.L. 2015, c.19. All the properties included within the Kingsland Redevelopment Area are located within the jurisdictional boundary of the Hackensack Meadowlands District. The Kingsland Redevelopment Area, located in the Borough of Rutherford, Township of Lyndhurst, Borough of North Arlington, and Town of Kearny, New Jersey, comprises approximately 1,400 acres and is more specifically defined as follows: Rutherford: Block 219.01, Lots 74.04 and 76.02; and Block 220, Lots 1.01, 2.01, 14, and 15.03; Lyndhurst: Block 231, Lots 9, 10, 11, 12, 13 and 14; Block 233, Lots 1.01, 4, 5, 9 (portion), 10, 11, 12, 13, 14, 15, 16.01, and 16.03; Block 236, Lots 1.01 and 1.02; and Block 237, Lot 9; North Arlington: Block 175, Lot 1; Block 176, Lot 1; Block 177, Lot 1; Block 178, Lot 1; Block 179, Lot 1; Block 180, Lot 1; Block 181, Lot 1; Block 182, Lot 1; Block 183, Lot 1; Block 184, Lots 1 and 4; Block 185, Lot 1; Block 186, Lot 1; Block 187, Lot 1; Block 188, Lot 1; Block 189, Lot 1; Block 191; Lot 1.01, Block 192, Lot 1; and Block 193, Lots 3, 4, and 12; and Kearny: Block 149, Lot 10. A petition dated December 10, 2024, and a supplemental petition dated March 25, 2025, were submitted by Christopher H. Minks, Esq., of Kingsland Development Urban Renewal, LLC. The petition requested amendments to the Kingsland Redevelopment Plan, to include the expansion of the Lyndhurst Commerce Center (LCC) zone of the Kingsland Redevelopment Plan to encompass a portion of the Avon Landfill, identified as Block 233, Lot 14, which is currently included within the Sustainable Energy Park (SEP) zone, and to define and add "trailer parking facility" as a permitted use in the LCC zone. A public hearing regarding the proposed petition will be held on March 17, 2026, in the Board Meeting Room of the NJSEA, One DeKorte Park Plaza, Lyndhurst, New Jersey. The public hearing is being held in accordance with N.J.A.C. 19:3-5.15(f) in order for the NJSEA to obtain public comment on the proposed petition for an amendment to the Kingsland Redevelopment Plan. Copies of the petition and supplemental petition are available for public inspection at the NJSEA Offices, located at One DeKorte Park Plaza in Lyndhurst, New Jersey, or by contacting Cheryl Rezendes at crezendes@njsea.com. Interested persons may present comments or statements, orally or in writing, relevant to the proposed petition at, or prior to, this hearing. Written comments must be submitted to Cheryl Rezendes of the NJSEA prior to the date of the hearing, by email to crezendes@njsea.com or by mail to One DeKorte Park Plaza, P.O. Box 640, Lyndhurst, NJ 07071. Upon consideration of the above, the NJSEA staff will prepare a recommendation for the NJSEA Board of Commissioners. This recommendation may be considered at a future regularly scheduled meeting of the NJSEA Board of Commissioners.
