NOTICE OF PUBLIC HEARING
MANALAPAN TOWNSHIP PLANNING BOARD
PLEASE TAKE NOTICE that Owner and Applicant, Elton Point Partnership ("Applicant") has applied to the Manalapan Township Planning Board for Amended Preliminary and Final Major Subdivision approval with variance and design waiver relief in accordance with the Manalapan Township Development Regulations Ordinance, Chapter 95-1 et. seq., for property designated as Lot 9.03 in Block 84.01 on the tax map of Manalapan Township and located along Monmouth Road (CR 537) opposite Elton Adelphia Road and also having frontage along Shira Lane to amend the Preliminary Major Subdivision Approval with Ancillary Variance and Design Waiver Relief for five (5) single family dwelling lots previously approved on June 9, 2022 in order to relocate the 30 foot wide shared driveway between proposed Lots 1 and 2, relocate the stormwater basin to the rear of proposed Lot 1 from proposed Lot 2 with another small scale infiltration basin being added to proposed Lot 4 in compliance with NJDEP stormwater regulations, update building envelopes, including locations of potential pools and sheds, and provide layout revisions to basins, the proposed dwelling location on proposed Lot 5, and other ancillary improvements. The subject property is located within the Rural Agricultural (R-AG/4) Zone District and comprises approximately 23.49 acres. This application continues to propose five (5) single family dwelling lots, and each lot is proposed to contain approximately 4 to 5 acres of land.
The Applicant seeks the continuation of all previously granted variances including without limitation, the variance for proposed Lot 3 improvable area where a minimum of 20,000 sf is required, and approximately 16,492 sf was approved, stormwater management basin outfall on proposed Lot 5 that reduces the width of the township stream corridor buffer where a minimum of 75 ft is required and approximately 64 ft was approved, and the side setback of the shared driveways on proposed Lots 1 and 2 and Lots 3 and 4 where a minimum of 10 ft is required and approximately 0 ft was approved. The amended subdivision plan has removed the necessity of the previously granted variance for the height of the retaining walls on proposed Lots 1 and 2.
The Applicant seeks design waiver relief and/or the continuation of the previously granted design waiver relief including, without limitation, for grading the existing topography by more than 4 ft, the requirement of 2 shrubs or 1 ornamental tree for each 1,500 sf of area not covered by buildings or improvements, curbing along the Shira Lane frontage, sidewalks along the Shira Lane frontage, and maximum curb depression width for the shared driveways where 25 ft is permitted and the proposed widths on proposed Lots 1 and 2 is approximately 33 ft and Lots 3 and 4 is approximately 30 ft.
The Applicant further seeks the continuation and/or granting of any and all other variances, waivers, interpretations, approvals, and/or other relief and any and all other variances, waivers, interpretations, approvals, and/or other relief as the Planning Board or the Planning Board's professionals may deem necessary, appropriate, or desirable while considering this application.
Any person or persons affected by this matter may have an opportunity to be heard at a public hearing to be held April 23, 2026 at 7:00 p.m. in the Manalapan Township Municipal Building, located at 120 Route 522 and Taylor Mills Road, Manalapan, New Jersey 07726. For the specific details of this application all related documents are on file and may be reviewed at least ten (10) days before the public hearing by the public between the hours of 8:30 a.m. and 4:30 p.m. in the office of the Administrative Officer of the Planning Board in the Manalapan Township Municipal Building.
