Box 1030 Dunkirk NY 14048 April 10, 2026 REQUEST FOR QUOTES (RFQ) Project: Roof Replacement – Multiple Sites RFQ Number: 2026-3 Response Due: April 22, 2026 1. Scope of Work The Contractor shall furnish all labor, materials, equipment, and supervision to complete roof replacement work at the project sites listed, and perform all work according to applicable NYS and local codes and regulations, including legal disposal of all removed materials and debris. Project Sites: * 402 E. Chestnut Street, Dunkirk, NY * 406 E. Chestnut Street, Dunkirk, NY * 833 Main Street, Dunkirk, NY * 835 Main Street, Dunkirk, NY * 208 Lucas Avenue, Dunkirk, NY * 729 McKinley Avenue, Dunkirk, NY * 512 Maple Avenue, Dunkirk, NY * 73 King Street, Dunkirk, NY * Steger Apartments Community Room, 15 N. Main Street, Dunkirk, NY Work at all sites (except Steger Apartments) includes the following: * Remove existing asphalt roofing shingles, including felt underlayment, ridge vents and flashing as required to accommodate the new work. * Any existing ice and water shield membrane shall remain. Install new ice and water shield membrane to entire roof surface, including over existing membrane. * Install new asphalt shingles (Fiberglass-reinforced, laminated asphalt-coated glass felt, mineral granule surfaced, Class A fire resistance, self-sealing, 110 mph warranted wind speed, algae resistant, Basis-of-Design CertainTeed Landmark PRO, or approved equivalent, color as selected by City of Dunkirk Housing Authority, Lifetime limited, 10-year SureStart Protection, 15-year algae resistance warranty.) * Installation shall include new ridge vents (shingle-over type), aluminum drip edges, new pipe boots as required, and all associated flashings. * Existing fascia and soffits to remain. * Existing gutters and downspouts to remain. Resecure/reattach as required if partial removal is necessary to accommodate roofing work. Work at Steger Apartments Community Room shall include the following: * Remove existing ballast and existing membrane from one-story roof of Community Room, approximately 1,046 sq. ft. (Bidder to confirm) * Remove existing saturated or wet insulation. Install new polyisocyanurate insulation as required to achieve minimum 30 R-Value. * Install ½” thick cover board; glass mat, water-resistant gypsum substrate or fiber-reinforced gypsum board. * Install new fully adhered, non-reinforced EPDM roofing system, nominal thickness 60 mils, with exposed face color black, per manufacturer’s installation requirements and recommendations (Carlisle SynTec Inc., Firestone Building Products, or approved equivalent), with 20-year warranty period from the date of substantial completion. * Work shall include all associated flashings, terminations, including running vertically up parapet walls as per manufacturer’s recommendations. Contractor must comply with: * HUD procurement requirements (2 CFR 200.318–327) * Davis–Bacon wage rates * NYS and Local codes and ADA standards 2. Site Visit Non‑mandatory site visits may be scheduled by calling Property Manager at 716-467-7197. 3. Quote Requirements Quotes must include: * Lump‑sum price per site address * Breakdown of labor, materials, and equipment per site address * Proposed start and completion dates (Work must be completed no later than April 2028) * Proof of insurance 4.
