VILLAGE OF TUXEDO PARK NOTICE TO BIDDERS BID NO. DPW 2026-02 Sealed bids for the Mountain Road Water Main Replacement, Bid #DPW2026-02, for the Village of Tuxedo Park, New York, will be received at the Village Administration Office at 80 Lorillard Road Tuxedo Park, NY 10987 United States until 10:30 AM prevailing time, on May 14, 2026 at which time and place said bids will be publicly opened and read aloud. MOUNTAIN ROAD WATER MAIN REPLACEMENT A residential area West of the NY-17 Roadway, includes single-family homes along Mountain Road, Schoolhouse Road, Schoolhouse Lane, and Circle Drive. The majority of the existing water main along Mountain Road, Schoolhouse Road, and Schoolhouse Lane is comprised of asbestos concrete (AC) pipe and cast iron (CI) water mains, reportedly installed in 1950. The existing 4- inch and 6-inch diameter AC water mains in this area have been experiencing frequent breaks due to aging pipes and the resulting degradation of the existing pipe material. It has been proposed to replace all the existing AC water mains in the project area as a “Base Bid” option, with an additional “Alternate Bid” option to include replacing all other existing water mains in the project area, including cast iron (CI) segments along School house Road and Circle Drive. Notably, the existing sanitary sewer collection system serving residents in the project area is assumed to be located within the same trench as the water main throughout a significant portion of the proposed project area. Current design standards require water and sewer infrastructure to maintain a minimum horizontal separation of at least 10-feet where possible. Due to the required separation as well as maintenance and accessibility considerations, the proposed water main is designed to be opposite side of the existing water main alignment in most locations. Other major design considerations included eliminating existing main lines on private properties, under or near existing structures, and to enhance flow dynamics within the project area. The proposed material for the replacement of the 4-inch and 6-inch asbestos concrete (AC) water main is to install new ductile iron pipe (DIP) to bring up to current compliance with 10-States Standards. The new 8-inch DIP water main will be installed, beginning at the southwest end of Mountain Road, traveling north, and the northern connection to NY-17 and Schoolhouse Road, traveling south. These two segments encompass the reported areas of existing AC water main which are the highest priority for the Village of Tuxedo Park’s stakeholders. The remaining, adjacent infrastructure in the vicinity is proposed as a bid alternative if funding is available. The overall lengths of proposed water main include approximately 912 linear feet of 8" DIP on Mountain Road, approximately 1,246 linear feet on Schoolhouse Road, approximately 853 linear feet of 8" DIP on Circle Drive, and approximately 425 linear feet of 8" DIP on Schoolhouse Lane. The proposed water main design includes the placement of new gate valves, hydrant assemblies, appurtenances, and service connections as needed. The existing water mains that are replaced shall be abandoned in place with low strength-controlled density fill to avoid disturbing the asbestos concrete as much as possible. The existing water main shall be kept in service while the new water main is under construction; no temporary water service is expected to be necessary as part of this work. No additional water demand is expected to result from the replacement of existing infrastructure. The Contract Documents may be examined, and copies obtained at the Office of the Village Clerk during usual business hours beginning on April 10, 2026. A non-mandatory Pre-Bid meeting will be held on April 15, 2026 at 11:00 AM at Village Administration Office at 80 Lorillard Road Tuxedo Park, NY 10987. All proposals must meet the requirements of the General Municipal Law of the State of New York and all other applicable federal, state, and local statutes. Strict compliance with all Federal Labor Standards is mandatory. Minority and Women Owned Businesses are encouraged to submit bids. The successful bidder will be required to comply with all pertinent federal regulations. The Contract will be awarded to the lowest responsible bidder offering a proposal response that best meets the terms, conditions and criteria stated in the bidding documents and as will best promote the public interest, taking into consideration the reliability of the bidder and the quality of the services to be furnished. Statement of Non-Collusion Bidders on the Contract are required to execute non-collusion bidding certificates pursuant to Section 103d of the General Municipal Law of the State of New York. Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facilities, Section 109 and Executive Order 11246. The requirements for Bidders and Contractors under this order, which concerns non-discrimination in employment, are explained in the Contract Documents. Bidders are also required to comply the provisions of Section 291-299 of the Executive Law of the State of New York.
