LAWRENCE COUNTY LEGAL NOTICE New York State Department of Environmental Conservation Notice of Complete Application Date: February 18, 2026 Applicant: Village of Potsdam, PO Box 5168, Potsdam, NY 13676-5168 Facility: Potsdam Municipal Airport, Hatch Road, Potsdam, NY, 13676 Application ID: 6-4074-00179/00004 Permit(s) Applied for: 1-Article 24 Freshwater Wetlands 1 - Section 401 - Clean Water Act Water Quality Certification Project located: in Potsdam in St. Lawrence County Project Description: The Village of Potsdam proposes to rehabilitate, reconstruct, and expand the terminal apron at Potsdam Municipal Airport, a public-use, General Aviation Airport. An approximately 25,980 SF asphalt apron expansion is proposed. This project will also include new aircraft tie down anchors, underdrain, and new LED medium intensity apron edge lighting including a new 1kW constant current regulator. The proposed action will disturb approximately 0.358 acres of a delineated wetland within the area of excavation. Proposed fill materials include native soil used as subgrade fill material (~2600CY). Porous stone fill will be used to line the bottom of a proposed swale (~125CY). Crushed stone will be used as subbase for reconstruction and expansion areas (~2430CY). Asphalt binder and surface course will be used on all apron areas (~500CY). Topsoil will be applied to all disturbed areas outside the edges of pavement at a depth of 3" (~50,800SF, ~500CY). Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed. SEQR Lead Agency: None Designated. State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity. Availability For Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than March 27, 2026, or 30 days after the publication date of this notice, whichever is later.
