NOTICE OF ANNUAL DISTRICT MEETING AND ELECTION, BUDGET HEARING & RELATED MATTERS POUGHKEEPSIE CITY SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that, pursuant to a resolution of the Board of Education of the Poughkeepsie City School District, Dutchess County, New York, adopted April 21, 2026, the annual Public Hearing on the Budget at the Board Room of the Administration Building, 18 S. Perry Street, Poughkeepsie, New York, will be held on May 6, 2026 at 6:30 p.m., for the purpose of presenting the 2026-2027 School Year Budget. NOTICE IS FURTHER GIVEN that a detailed written statement setting forth the amount of money which will be required for School District purposes during the 2026-2027 School Year and specifying the several purposes and the amount for each (the Budget), as prepared by the Board of Education, including the Tax Exemption Report and other required attachments, may be obtained by any District resident at the Public Hearing and at each polling place on the day of the Budget vote, and also may be obtained during the fourteen (14) days immediately preceding the Annual District Meeting and Election, commencing May 5, 2026, except Saturday, Sunday or holidays during regular school hours, 8:30 A.M. to 4:00 P.M., at each of the District's schoolhouses, and at the Administration Building, as well as at each public and free association library in the District and on the District's website. NOTICE IS FURTHER GIVEN that the Annual District Meeting and Election will be held on Tuesday, May 19, 2026, between the hours of 9:00 A.M. and 9:00 P.M., when the polls will be open for the purpose of voting-by-voting machine, to: Elect three (3) members of the Board of Education, two (2) to a full term of three (3) years to begin July 1, 2026 through June 30, 2029, and one (1) to fill a vacant seat effective May 20, 2026 and expiring on June 30, 2027. Vote upon the appropriation of the necessary funds to meet the estimated expenditures for School District purposes for the 2026-27 School Year (the Budget); and Vote upon a proposition to create a Capital Reserve Fund; and Transact such other business as is authorized by law. NOTICE IS FURTHER GIVEN, that in addition to the proposed District budget for the 2026-2027 fiscal year and school year, which will appear on the ballot as Proposition No. 1, the following propositions will be submitted to the voters, which will appear on the ballot as Proposition No. 2 ?Capital Reserve Fund: Proposition No. 2 2026 Capital Reserve Fund Shall the Board of Education (the "Board") of the Poughkeepsie City School District ("District") be authorized to establish a new capital reserve fund pursuant to Section 3651 of the Education Law of the State of New York, to be known as the "2026 Capital Reserve Fund," to pay costs of masonry renovation, plumbing upgrades, electrical upgrades, mechanical upgrades, technology upgrades, security upgrades, telephone upgrades, roof replacement on District buildings, door replacement, window replacement, turf replacement, field lighting, fencing, site work, land purchase, building purchase, including but not limited to paving, curbs and sidewalks, renovation/reconstruction of interior and exterior instructional spaces, abatement of hazardous materials and/or the purchase of furnishings/equipment, in an ultimate amount of $20 million dollars (plus interest earned thereon), having a probable term of twenty (20) years and be authorized to raise $20 million dollars to fund such capital reserve fund in the current or future years through various sources including, but not limited to, state aid reimbursement, cost saving measures resulting in unexpended funds or unappropriated fund balance and other legally available funds of the District? NOTICE IS FURTHER GIVEN that three members of the Board of Education will be elected due to the expiration of the term of Mr. Bob Creedon and the mid-term resignations of Thomas O'Neill, Esq. and Kellyann Royce-Giron. The candidate receiving the highest number of votes and the second highest number of votes will be elected to an at large full three-year term from July 1, 2026 through June 30, 2029. The candidate receiving the third highest number of votes will be elected to the term commencing May 20, 2026 and expiring June 30, 2027, representing the balance of the unexpired term of Kellyann Royce-Giron. Pursuant to the provisions of the Education Law, candidates for the at large office of Member of the Board of Education shall be nominated by petition. A separate petition shall be required to nominate each candidate. Each petition shall be signed by at least 100 qualified voters of the District, and shall state the name and residence of the candidate and each signer. Each petition shall be filed with the Clerk of the District between the hours of 9:00 a.m. and 5:00 p.m. E.D.S.T., but no later than 5:00 p.m. on Wednesday, April 29, 2026. Forms of petition may be obtained from the Clerk of the District on weekdays when school is in session, during regular business hours, 8:30 A.M. to 4:00 P.M NOTICE IS FURTHER GIVEN that the purposes of voting, the School District has been divided into five (5) election districts and that an accurate description of the boundaries of these school election districts is on file and may be inspected at the Office of the Clerk on weekdays when school is in session, during regular work hours, 8:30 A.M. to 4:00 P.M., at the Administration Building, 18. S. Perry Street, Poughkeepsie, New York. Perry Street, Poughkeepsie, New York, between the hours of 11:00 A.M. and 4:00 P.M., for the purpose of preparing the register of the School District for each election district for the Annual District Meeting and Election, to be held on Tuesday, May 19, 2026, at which time any person shall be entitled to have his/her name placed upon such register if known or proven to the satisfaction of the registrars to be then or thereafter entitled to vote. Perry Street, Poughkeepsie, NY, and shall be open for inspection by any qualified voter of the District between the hours of 8:30 a.m. and 4:00 p.m., during the fourteen (14) days prior to the Annual District Meeting and Election. Said register will be open for inspection in each of the polling places during the Annual District Meeting and Election. NOTICE IS FURTHER GIVEN that pursuant to Section 2018-e of the Education Law, applications for early mail ballots may be obtained at the Office of the District Clerk of the School District, during all days in which the School District is in session. Completed applications must be received by the District Clerk no earlier than April 20, 2026 and by May 12, 2026, if early mail ballot is to be mailed to voter. If the early mail ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 18, 2026. No early mail voter's ballot will be canvassed unless it has been received in the Office of the District Clerk by 5:00 pm on May 18, 2026. A list of all persons to whom early ballots have been issued will be available during office hours on and after May 13, 2026 until May 18, 2026, except on Sundays, by prearranged appointment, A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot.
