NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION CAIRO-DURHAM CENTRAL SCHOOL DISTRICT TOWN OF CAIRO, COUNTY OF GREENE, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing on the proposed 2026-2027 Budget for the Cairo-Dur- ham Central School District, Counties of Greene, Albany and Schoharie, New York, will be held in the Distance Learning Room of the Cairo Durham High School in said School District on May 6, 2026 at 6:00 p.m. prevailing time. The budget statement will be available for review beginning on April 29, 2026 at the Cairo-Durham School District Central Office. AND FURTHER NOTICE IS HEREBY GIVEN, that the election of candidates to the Cairo-Durham Central School District and the budget vote will be held on Tuesday, May 19, 2026 between the hours of 1:00 p.m. and 8:00 p.m., prevailing time, in the Distance Learning Room of the Cairo Durham High School, 1301 Route 145, Cairo, New York, at which time the polls will be opened to vote by voting machine upon the following items: To adopt the annual budget of the School District, PROPOSITION 1, for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the Dis- trict.To elect three (3) members of the Board of Education to fill three (3) expired terms of three (3) year terms commencing on July 1, 2026, and expiring on June 30, 2029, to succeed Stephen Brandow, Bernadette Gavin-Palmieri, and Nicole Plank, whose terms expire on June 30, 2026. To vote upon the following propositions: PROPOSITION 2 Bus Purchase for 2026-2027 Shall the Board of Education of the Cairo-Durham Central School District be authorized to: (1) acquire three (3) school buses at an estimated maximum cost not to exceed $470,000; (2) expend such sum for such purpose; (3) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education in accordance with Section 416 of the Education Law, taking into account state aid and trade-in value; and (4) in antici- pation of the collection of such tax, issue bonds, notes and/or installment purchase contracts of the District at one time or from time to time in the principal amount not to exceed $470,000, and levy a tax to pay the interest on said obligations when due? PROPOSITION 3 Bus Reserve 2026-2027 Shall the Board of Education of the Cairo-Durham Central School District be authorized to: (a) estab- lish a Bus/Vehicle Reserve Fund pursuant to §3651 of the New York Education Law in an amount not to exceed $2,000,000, with a probable term of ten (10) years, to be used to pay the cost of the acquisi- tion of school buses and vehicles, including maintenance vehicles and equipment, and (b) transfer $2,000,000 from the Tax Certiorari Reserve Fund to such Bus/Vehicle Reserve Fund? PROPOSITION 4 Cairo Public Library Budget 2026-2027 SHALL the annual appropriation to support and maintain the Cairo Public Library be increased by $790 to the total amount of $23,333, which sum shall be separate and apart from the Cairo-Durham Central School District annual school district budget, and be raised annually by a tax upon the tax- able property of the school district, and which appropriation shall be the annual appropriation for the library until changed by further vote of the electors of the school district, and such tax shall be levied and collected yearly as are other general taxes and to pay such monies to the trustees of the Cairo Public Library? AND FURTHER NOTICE IS HEREBY GIVEN, that the election and budget vote shall be by machine ballot or early mail or absentee ballot. The hours during which the polls shall be kept open shall be from 1:00 p.m. to 8:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 8:00 p.m. to cast their ballots. AND FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the amount of money, Bud- get Statement, which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the district during business hours beginning April 29, 2026 except Saturday, Sunday or holidays, at the District Office, Main Street, Cairo, New York 12413 and at each of the following schoolhouses: Cairo-Durham Elementary School Main Street Cairo, New York 12413, Middle/High School Route 145 Cairo, New York 12413 and on the day of the election. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget docu- ment. AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots will be obtainable dur- ing school business hours from the District Clerk beginning March 31, 2026 completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 19, 2026. A list of persons to whom absentee ballots are issued will be available for inspection to qualified vot- ers of the District in the office of the District Clerk through May 18, 2026 between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election and on May 19, 2026, the day set for the election. AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters of the Cairo- Durham Central School District may request an application for a military ballot from the District Clerk by mail to P. O. Box 780 Cairo, N.Y. 12413, by email to ncolon@cairodurham.org, or fax sent to 518-622- 9566. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. A military voter must return the original military ballot application by mail to the office of the District Clerk at P. O. Box 780 Cairo, N.Y. 12413. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5:00 p.m., on April 24, 2026 Military ballot applications received in accordance with the fore- going will be processed in the same manner as a non-military ballot application under Section 2018-b of the Education Law. The application for military ballot may include the military voter's preference for receipt of the military ballot by mail, fax, or email. AND FURTHER NOTICE IS HEREBY GIVEN, a military voter's original military ballot must be returned by mail to the office of the District Clerk at P. O. Box 780 Cairo, N.Y. 12413. Military ballots shall be canvassed if they are received by the District Clerk before 5:00 p.m. on May 19, 202[NC1] [SC2] 6 and signed and dated by the military voter and one witness thereto, with a date which is ascertained to be not later than the day before the election. AND FURTHER NOTICE IS HEREBY GIVEN, a military voter who is not currently registered to vote may apply to register as a qualified voter of the School District by requesting and returning a registration application by April 24, 2026 in order to receive a military ballot application and ballot, or by May 19, 2026 to vote by early mail, absentee ballot, or in-person. The request for a registration application may include the military voter's preference for receipt of the registration application by mail, fax, or email. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursu- ant to Section 2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to Section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this elec- tion; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eli- gible to vote at this election. All other persons who wish to vote must register. AND FURTHER NOTICE IS HEREBY GIVEN, that the Board of Registration will meet for the purpose of registering all qualified voters of the District and prepare the Register of the School District pursuant to Section 2014 of the Education Law at the Elementary School, on May 5, 2026, between the hours of 1:00 p.m. and 5:00 p.m. to add any additional name to the Register to be used at the aforesaid elec- tion, at which time any person will be entitled to have his/her name placed on such Register, provided that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared.
