NOTICE OF ANNUAL MEETING AND ELECTION SCHOOL BUDGET HEARING AND VOTE NOTICE IS HEREBY GIVEN that the annual Public Hearing on the Budget of the Rensselaer City School District, Rensselaer County, Rensse- laer, New York, shall be held on May 6, 2026 at 6:00 p.m. prevailing time, for the presentation of the 2026-2027 School Year Budget. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for the 2026-2027 fiscal year, exclusive of public monies, may be obtained by any School District resident on the District's website (www.rcsd.k12.ny.us) beginning Tuesday, May 5, 2026. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document. NOTICE IS FURTHER GIVEN that the Annual Meeting of the qualified voters of the School District will be held on Tuesday, May 19, 2026, between the hours of 12:00 p.m. and 9:00 p.m., prevailing time, at the Rensselaer City School Dis- trict campus located at 25 Van Rensselaer Drive, Rensselaer, New York 12144, at which times the polls will be opened to vote by voting machine upon the following items: 1. To adopt the annual budget of the School Dis- trict for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. To elect one (1) member of the Board of Education to fill the unexpired term of Stacy Hover, such term commencing on July 1, 2026 and expiring on June 30, 2028. 3. PROPOSITION, Shall the School District be authorized to enter into an agreement withYankee Trails, Inc. for a five (5) year extension of the lease of the Bus Garage located at 569 Third Avenue Extension, Rensselaer, New York, to commence on July 1, 2026 and end on June 20, 2031, and to in- clude maintenance and upkeep to the District's transportation fleet, for an annual fee not to exceed $211,000. 4. PROPOSITION, Shall the Board of Edu- cation of the Rensselaer City School District be authorized to fund the Re- pair Reserve in an amount not to exceed $750,000, from the unappropriated 2025-2026 fund balance to be used for repairs of capital improvements or equipment, which repairs are of type not recurring annually or at shorter intervals? NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of Board of Education member of the School District to fill one (1) vacant seat of two (2) years must be filed with the Clerk of the Rensse- laer County Board of Elections by no later than 4:00 p.m. on Wednesday, April 29, 2026. Petitions are required to be signed by at least 100 qualified voters of the District. NOTICE IS FURTHER GIVEN that personal registration of voters is required, and no person shall vote whose name does not appear on the register of the School District. Any person registered to vote under the provisions of Article 5 of the Election Law is entitled to vote and their names shall be placed upon the register of the School District. The Board of Elections shall meet in the Office of the Rensselaer County Board of Elec- tions, 1600 7th Avenue, 1st Floor, Troy, New York, on May 4, 2026 from 9:00 am to 4:00 pm, prevailing time, to prepare the register of voters of the School District. Any person, including military members, shall be entitled to have his or her name placed on the register provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter entitled to vote at the school meeting for which such register is prepared. In addition, potential voters can register with the Board of Elections by filing an online application with the Department of Motor Vehicles ("DMV") which will enable the Board of Elections to identify the qualified voter and transmit an absentee ballot to the voter for this election. NOTICE IS FURTHER GIVEN that applications for absentee ballots will be obtainable between the hours of 9:00 a.m. and 4:00 p.m. Monday through Friday, except holidays, from the Office of the Rensselaer County Board of Elections. The Rensselaer County Board of Elections must receive completed applications at least seven (7) days be- fore the annual vote (Tuesday, May 12, 2026) if the ballot is to be mailed to the voter, or the day before the election (Monday, May 18, 2026), if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the Rensselaer County Board of Elections not later than 5:00 p.m., pre- vailing time, on Tuesday, May 19, 2026. A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk through May 18, 2026, between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the an- nual election and on May 19, 2026. The vote upon such propositions shall be by ballot registered upon voting machines or by early mail or absentee bal- lot. The hours during which the polls shall be kept open shall be from 12:00 noon until 9:00 pm, prevailing time, or for as long thereafter as necessary to enable qualified voters who are in the polling place by 9:00 pm to cast their ballots. AND FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail ballots will be obtainable during school business hours from the Rens- selaer County Board of Elections beginning March 31, 2026; completed ap- plications must be received by the Rensselaer County Board of Elections at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered person- ally to the voter. Early mail ballots must be received by the Rensselaer County Board of Elections no later than 5:00 p.m., prevailing time, on May 19, 2026. A list of persons to whom early mail ballots are issued will be avail- able for inspection to qualified voters of the District in the office of the Dis- trict Clerk through May 18, 2026, between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election and on May 19, 2026. FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qual- ified voters of the School District may request an application for a military ballot from the Rensselaer County Board of Elections. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. A military voter must return the original military ballot application Rensselaer County Board of Elections no later than 5:00 p.m. on May 4, 2026. The application for military ballot may include the military voter's preference for receipt of the military ballot by mail, fax, or email. AND FURTHER NOTICE IS HEREBY GIVEN, a military voter's original military ballot must be returned by mail to the Rensselaer County Board of Elections not later than 5:00 p.m., prevailing time, on Tuesday, May 19, 2026 to be can- vassed. NOTICE IS FURTHER GIVEN that immediately upon its completion, the register prepared by the Board of Registration shall be filed in the Office of the District Clerk and will be open for inspection by any qualified voter of the School District during the five (5) days prior to the Annual District Meet- ing and Election, except Sunday.
