LEGAL NOTICE LOCAL STATE OF EMER- GENCY DECLARATION A Local State of Emer- gency is hereby hereby de- clared in the County of Saratoga effective at 12am on March 5, 2026. WHEREAS, this Local State of Emergency has been declared due to the expiration of the Centers for Disease Control and Prevention order under Title 42 on May 11, 2023, which suspended the allow- ance of certain persons travelling from Canada or Mexico, resulting in an overwhelming num- ber of persons crossing over the open border of the United States; and WHEREAS, over the past several months, New York City has seen a re- cent surge of people to its shelter system; and WHEREAS, New York City has represented that due to the recent surge of people to its shelter system the City will relocate people to other communities within the State; and WHEREAS, as proposed, New York City's stated goal is to support the people relocated to other Counties for an undetermined amount of time, with no plans to relocate the individuals back to New York City, and no guarantee of continued financial sup- port for these relocated individuals, and such a program would signifi- cantly increase the de- mand on the County of Saratoga's Social Services District; WHEREAS, as of 2022 the US Census Bureau estimates the popula- tion of Saratoga County to be 238,797, and the County is rated to be one of the fastest grow- ing counties in New York State and, there- fore, would be especial- ly sensitive to further change in population; and WHEREAS, the County of Saratoga does not have the capacity or resources or infra- structure to receive and sustain a significant in- crease in its population; and WHEREAS, due the above circumstanc- es and threat to public safety, I find reasonable apprehension of the im- mediate danger thereof that public safety and public health is imper- iled thereby, for persons re- siding in or traveling to the County of Saratoga; and to as and NOW THEREFORE, the Chief Executive of the County of Saratoga, I, Philip C. Barrett exer- cise the authority given me under Section 24 of the New York State Executive Law, to pre- serve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the per- sons of this Municipal- ity, and hereby proclaim and declare a local state of emergency within the County of Sara- toga, effective March 5, 2026 and continuing until April 3, 2026, un- less such local state of emergency is rescinded or extended. I hereby direct all departments, agencies, and munici- palities of Saratoga County to take whatever steps neces- sary to protect life and property, public infra- structure, and provide such emergency assis- tance deemed neces- sary. This declaration shall be executed in quadruplicate and filed seventy-two hours or as soon there- within after as practicable in the office of the Clerk of the Board, the office of the County Clerk, the New York State Sec- retary of State, and the New York State Office of Emergency Manage- ment within the Divi- sion of Homeland Se- curity and Emergency Services.
