LEGAL NOTICE TO BIDDERS The Chester Fire District, P.O. BOX 612, Chester, New York 10918, will receive sealed bids for the construction of a new Fire Station at 712 Lakes Road, Monroe, New York 10950. This project entails the construction of two new additions and level II alterations to the existing Fire House building located at 1408 Kings Highway, Chester, New York 10918 including General Construction, Plumbing, H.V.A.C., Electric, Site Work and other incidental improvements in connection therewith. The work shall be performed under four (4) separate Prime Contracts as follows: l. Contract No. l – General Construction & Site Work 2. Contract No. 2 – Plumbing 3. Contract No. 3 – H.V.A.C. 4. Contract No. 4 – Electric BIDDING DOCUMENTS: 1. Starting on Friday February 20, 2026 hard and electronic copies of said Bidding Documents (only full sets of drawings and specifications and previous addendums) may be obtained at Cirillo Architects, P.C., 6 Courtland Street, Middletown, NY 10940, phone 845-344-1800, upon refundable deposit of One Hundred Dollars ($100.00) per set (drawings and specifications and previous addendums). There is no charge for the electronic copies of the bidding documents. Checks shall be payable to the Chester Fire District. Documents are available for inspection and pick up by prospective bidders from 9:00 a.m. through 5:00 p.m. Monday through Friday, excluding holidays. Documents will be mailed to prospective bidders upon receipt, by Cirillo Architects, P.C. of the following: A. Written request on Bidder’s letterhead, which must include: Contact person, both the mailing address and street address, voice phone number and fax phone number, and; B. Receipt of Bidder’s UPS, FedEx, or Priority Mail next day delivery ticket marked to bill receiver’s account. Cirillo Architects, P.C. assumes responsibility for placing the package for delivery only and not for proper and/or timely delivery of said package. The full amount of deposit for one set of Bid Documents will be refunded to those who submit a Bid accompanied by the required bid security and who return the set of Documents in good condition, to the place that they were acquired (do not return to Architect), within 30 days following the award of the Contract or rejection of that bidder’s Bid. Non-bidders, including materialmen and subcontractors, will not be eligible for refund. A pre-bid meeting will take place at The Chester Sugarloaf Fire Station located at 1408 Kings Highway, Chester, New York 10918 on Friday, February 27, 2026 at 12:00 p.m. Although attendance to the pre-bid meeting is not required, it is strongly recommended and no allowance will be made for any claims arising from not attending this meeting. Bids will be received until Friday, April 3, 2026 at 12:00 p.m., at the Chester Fire District Commissioners Building, 1410 Kings Highway, Chester, New York, 10918, and then at that place, date and time, publicly opened and read aloud. No Bid shall be withdrawn for a period of 45 days subsequent to the opening of Bids without the consent of the Chester Fire District. Each bid must be submitted in a sealed envelope bearing on the outside, the name of the bidder, his/her address, the bid date, the name of the project for which the bid is submitted, and must contain the wording “SEALED BID”. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed as specified in the Bid form. The Chester Fire District reserves the right to reject any and all bids, to waive any formalities in the bidding, and to re-advertise for same. 3. All bidders shall submit with their quotations, acceptable Bid Security in the amount of five percent (5%) of their Bid. (Bid Bond or certified check). Should the successful bidder withdraw his bid or fail to execute the Contract, within 10 days of Notice to Proceed, the 5% bid security shall be forfeited as liquidated damages. 4. Bidder is to observe requirements of N.Y.S. General Municipal Law Section 103-d, as to conditions of employment to be observed. The work shall be subject to prevailing wage rates established by the New York State Department of Labor. Contracts for work under this project shall obligate the Contractor(s) and subcontractors to observe all requirements to conditions of employment and prevailing wage rates to be paid under each Contract in accordance with applicable section of Article 8 (Sections 220-223) of New York State Labor Law. A copy of the current rates will be contained within the written specifications and will be available for review at all locations previously listed for viewing of construction documents. 5. The award of bid pursuant to this notice is subject to appropriation of funds for this purpose in accordance with the applicable provisions of law. All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable statutes. All documents submitted in connection with this bid will become the property of the Chester Fire District and the Fire District will not return bids or bid documents. 6. Upon award of contract, contractors are to start construction as quickly as possible, weather permitting. Anticipated start date shall be Monday May 4, 2026. ALL BIDS MUST BE SUBMITTED WITH AN AFFIRMED NON-COLLUSIVE BIDDING CERTIFICATION, AN AFFIRMED SEXUAL HARASSMENT PREVENTION CERTIFICATION, AND AN AFFIRMED IRANIAN ENERGY SECTOR DIVESTMENT CERTIFICATION OR THE BIDS WILL NOT BE CONSIDERED FOR AWARD By Order of the CHESTER FIRE DISTRICT BOARD OF FIRE COMMISSIONERS
