New York State Department of Environmental Conservation Notice of Complete Application Date: 02/12/2026 Applicant: WESTCHESTER COUNTY 148 MARTINE AVE WHITE PLAINS, NY 10601-4704 Facility: YONKERS JOINT WATER RESOURCE RECOVERY FACILITY 1 FERNBROOK ST | Ludlow Dock South Yonkers, NY 10705 Application ID: 3-5518-00342/00038 Permits(s) Applied for: 1 - Article 19 Air State Facility Project is located: in YONKERS in WESTCHESTER COUNTY Project Description: Yonkers Joint Water Resource Recovery Facility (YJWRRF) provides primary and secondary treatment of wastewater generated from portions of southern and western Westchester County. The facility is currently permitted to treat 120 MGD of sewage and has a SPDES and Air emissions permit issued by NYSDEC. The plant maintains several combustion sources such as boilers (serving the primary and secondary processes), internal combustion engines (serving the aeration tanks blowers), and emergency generators. The plant's digesters generate digester gas which is used on site as fuel. Digester gas is refined in-situ to remove impurities and then it is directed to the boilers or the internal combustion engines. The boilers provide process heat, hot water, and serve the space heating needs. The engines are used to drive plant equipment. If the digester gas generated is more than plant equipment/sources can consume, it is controlled at the plant’s flares. The Plant’s combustion sources can operate on natural gas for the periods that digester gas is not an option. The use of digester gas and natural gas, the plan is securing resiliency as it becomes energy-self-sufficient. The plant maintains several odor control systems. Additionally, the plant is equipped with a sophisticated Hydrogen Sulfide (H2S) detection and measuring system that provides information on any H2S exceedances so that the plant investigates and remediates the exceedances as soon as possible. This Air State Facility Permit addresses: 1) the removal of emission unit 1-ENGIN comprising two old engines which used to drive the aeration blowers, 2) modification of emission unit 2-ENGIN comprising installation of two new (cogeneration) engines (1200 KW, each) that will run on natural gas and digester gas, 3) modification of emission unit 1-FLARE comprising the removal of the three old flares and installation of two flares equipped with new burners to control any excess digester gas. 4) modification of emission unit 1-YJWT comprising installation of new odor control canisters. 5) downgrading the operation permit for the Facility from a Title V (ATV) to a State facility (ASF) permit limiting its NOx emissions to 25 tons/year. The plant has demonstrated that they will be following the requirements of the Climate Leadership and Community Protection Act (CLCPA). Applicable regulations include: 6 NYCRR 200, 201-6, 202-6, 211, 212, 215, 225, 227 and 40 CFR 68 and 82-F.
