LEGAL NOTICE FRONTIER CENTRAL SCHOOL DISTRICT - HAMBURG TOWNSHIP ANNUAL MEETING AND ELECTION MAY 19, 2026 NOTICE IS HEREBY GIVEN that a public hearing for the qualified voters of the Frontier Central School District – Hamburg Township (the “District”) on the proposed budget for the 2026-2027 fiscal year will be held on May 5, 2026, at 6:00 p.m. , at the Frontier Educational Center, 5120 Orchard Ave . , Hamburg, NY . NOTICE IS ALSO GIVEN that the Annual Meeting and Election of the Qualified Voters of the District (the “Annual Meeting and Vote”) will be held on Tuesday, May 19, 2026, from 7:00 a.m. to 9:00 p.m. at the CJS Falcon Center, 4540 Southwestern Blvd., Hamburg, NY , for the purpose of : (1) electing member s of the Board of Education of the District (the “Board”) , (2) voting on a proposed budget for the District for the upcoming 2026-2027 fiscal year, (3) modification of the maximum estimated costs (and financing arrangements) for the 2021 Capital Improvements Project (4) voting on a school bus purchase and financing proposition, (5) voting on a proposition to reduce the number of school board members and for the transaction of such other business as is authorized by law. NOTICE IS ALSO GIVEN that the election of members of the Board shall be held to fill three (3) at-large positions on the Board. The candidate with the highest vote total will be elected to a four (4) year term commencing on July 1, 2026, and ending June 30, 2030. The candidate with the second highest vote total will be elected to a term to commence upon election, and ending June 30, 2028. The candidate with the third highest vote total will be elected to a term to commence upon election and ending June 30, 2027. NOTICE IS ALSO GIVEN that a proposition will be placed on the ballot at the May 19, 2026, District vote to reduce the number of members of the District’s Board of Education from seven (7) members to five (5) members. If that proposition is approved by the District’s voters, then the above paragraph does not apply. Instead, the single candidate with the highest vote total will be elected to a four (4) year term commencing on July 1, 2026, and ending June 30, 2030, and no other Board members shall be elected. NOTICE IS ALSO GIVEN that all candidates for the office of Member of the Board shall be nominated by petition. Petitions must be filed in the District Clerk ’s office located in the Frontier Educational Center, 5120 Orchard Ave., Hamburg, NY between the hours of 9:00 a.m. and 4:00 p.m. , and not later than 5:00 p.m., on Monday, April 20 , 202 6. Only one (1) candidate’s name may appear on an election petition. Each petition must be directed to the District Clerk, signed by at least twenty- five (2 5 qualified voters, or two percent of voters who voted in the preceding Annual Meeting and Vote, whichever is greater, and state the name and residence of each signer and the candidate. NOTICE IS ALSO GIVEN that in order to be eligible to vote at the Annual Meeting and Vote or at any special District vote, a person must be a qualified voter. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3) a resident within the District for a period of thirty (30) days preceding the annual vote and election. All voters must provide one form of proof of residency pursuant to New York State Education Law Section 2018-c. Acceptable documents include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. In addition, a person offering to vote will also be required to provide his or her signature, printed name, and address. Notwithstanding these provisions, any person otherwise qualified to vote in District elections and who is not otherwise prohibited to vote pursuant to Section 5-106 of the New York State Election Law shall be entitled to vote at the Annual Meeting and Vote without further registration. NOTICE IS ALSO GIVEN that applications for absentee ballots and early mail voting ballots for the Annual Meeting and Vote may be obtained at the District Clerk ’s office located in the Frontier Educational Center, 5120 Orchard Ave., Hamburg, NY between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, excluding holidays. Completed applications must be received by the District Clerk at least seven (7) days before the Annual Meeting and Vote, only if the qualified voter’s application requests that the absentee ballot be mailed. Otherwise, completed applications must be received by the District Clerk no later than the day before the election. All completed absentee ballots and early mail voting ballots must be received by the District Clerk not later than 5:00 p.m. on May 19, 2026, (the day of the Annual Meeting and Vote) to be canvassed and counted. No absentee or early mail ballot will be canvassed and counted unless it is received in the office of the District Clerk prior to 5:00 p.m. on May 19, 2026. A list of all persons to whom absentee and early mail voting ballots have been issued will be available for inspection in the District Clerk ’s office beginning on and after May 14, 2026, between 9:00 a.m. and 4:00 p.m. on each of the five (5) days prior to the day of the Annual Meeting and Vote , except for Sundays , and said list will be posted at the polling place. Any qualified voter may challenge the acceptance of an absentee or early mail ballot of any person on such list by making the challenge and the reasons therefore known to the Inspector of Election before the close of the polls. NOTICE IS ALSO GIVEN that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk by email at scross@frontiercsd.org or at the District Clerk’s office located in the Frontier Educational Center, 5120 Orchard Ave., Hamburg, NY between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, exclusive of holidays . For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m., on April 23, 2026 . In a request for such applications, military voters may indicate their preference for receiving applications or ballots by mail, facsimile transmission or electronic mail. Irrespective of the preferred method of transmission designated by a military voter, a military voter’s original military ballot application and military ballot must be returned by mail or in person to the office of the District Clerk and the ballot received no later than 5:00 PM on May 19, 2026, to be canvassed and counted. A list of all persons to whom military ballots have been issued will be available for inspection in the District Clerk’s office beginning on and after May 14, 2026, between 9:00 a.m. and 4:00 p.m. on each of the five (5) days prior to the day of the Annual Meeting and Vote, except for Sundays, and said list will be posted at the polling place. NOTICE IS ALSO GIVEN that voting at the Annual Meeting and Vote shall consist of voting on the election of three (3) members of the Board, voting on the following propositions , and voting on any other propositions authorized to be voted on by law and the rules of the Board: Proposition No. 1 – 2026-2027 Budget Shall the following resolution be adopted, to wit: RESOLVED , that the budget for the Frontier Central School District (the “District”) for the fiscal year commencing July 1, 2026 and ending June 30, 2027, in an amount not to exceed $116,300,000 as presented by the Board of Education, is hereby approved and adopted, and the required funds therefore are hereby appropriated, and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law. PROPOSITION NO. 2 - MODIFICATION OF THE MAXIMUM ESTIMATED COST (AND FINANCING ARRANGEMENTS) FOR THE 2021 CAPITAL IMPROVEMENTS PROJECT Shall the following resolution be adopted, to-wit: RESOLVED, that the Board of Education (the “Board”) of the Frontier Central School District, Erie County, New York (the “District”), is hereby authorized to modify the District’s previously-approved 2021 Capital Improvements Project involving the reconstruction and renovation of, and the construction of improvements and upgrades to various District buildings and facilities and the sites thereof (collectively, the “Project”); and be it further RESOLVED, that such modification shall involve an increase in the authorized estimated maximum cost of the Project, from $70,116,550 to $75,372,914 (in order to allow for the Project to be completed substantially as planned, in light of bids that have already exceeded, and are expected to continue to exceed, the original maximum cost figure for the Project that was approved by the District’s voters in July of 2021); and be it further RESO
