CLINTON COUNTY LEGAL NOTICE NOTICE OF ANNUAL SCHOOL DISTRICT MEETING OF THE VOTERS OF THE BEEKMANTOWN CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that the Board of Education of the Beekmantown Central School District, Clinton County, New York will hold a public hearing on the 2026-2027 budget on Tuesday, May 12, 2026 at 7:00 P.M. in the Learning Theater, Haynes Road, across the street from the District Office located at 197 Haynes Rd, Plattsburgh, New York. NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident or taxpayer of the District during business hours beginning May 5, 2026, except Saturdays, Sundays and or holidays at any school building, the district office, and the school district website. THE BOARD OF EDUCATION OF THE BEEKMANTOWN CENTRAL SCHOOL DISTRICT HEREBY GIVES NOTICE that pursuant to a Resolution adopted by the Board of Education of the Beekmantown Central School District of the Towns of Beekmantown, Plattsburgh, Chazy and Altona held on March 10, 2026, the annual meeting of the qualified voters of said School District, County of Clinton, State of New York, will be held in the Learning Theater, Haynes Road, across the street from the District Office located at 197 Haynes Rd, Plattsburgh, New York on May 19, 2026, from 11:00 A.M. to 8:00 P.M., prevailing time, for the purpose of voting upon the following propositions: PROPOSITION I (Budget) To approve the proposed 2026-2027 school budget, and to authorize the requisite portion therefore to be raised by taxation on the taxable property of the District. PROPOSITION II (Transportation) Shall the Board of Education of the Beekmantown Central School District be authorized to purchase and finance three (3) student transport vehicles, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $536,978, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $536,978 shall be issued. PROPOSITION III (Board of Education Members) To elect three (3) members to the Board of Education for 3-year terms (7/1/26 - 6/30/29) to fill the expired terms of Troy Anderson, Duane Bibeau and Christopher Gadway. PROPOSITION IV (Capital Project Funding) Shall the Board of Education increase the authorized maximum cost of the Project approved by District voters on May 16, 2023 by $2,000,000 to cover increased building costs, and expend therefore a total additional sum not to exceed $2,000,000, which is estimated to be the total maximum additional cost thereof, and pay for such costs by using $2,000,000 of available District funds. NOTICE IS GIVEN that voting upon the foregoing Propositions will be by voting machine or paper ballots, and will take place at the Learning Theater, Haynes Road, across the street from the District Office located at 197 Haynes Rd, Plattsburgh, New York on May 19, 2026, from 11:00 A.M. to 8:00 P.M., prevailing time. NOTICE IS FURTHER GIVEN that qualified voters of the District may obtain applications for an absentee ballot or an early voting ballot from the office of the Clerk of the District or online at https://www.bcsdk12.org/board-of-education/voting-elections.Completed applications must be received by the Clerk of the District no later than 3:30 p.m. on May 18, 2026 and must be received no later than 3:30 p.m. on May 12, 2026 if the absentee ballot or an early voting ballot is to be mailed to the voter. Completed applications received after 3:30 p.m. on May 12, 2026 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot or an early voting ballot. A listing of all persons to whom an absentee ballot or an early voting ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 7:00 a.m. and 3:30 p.m. during each of the 5 business days prior to the election. NOTICE IS FURTHER GIVEN that military ballots may be applied for by qualified voters by requesting an application from the District Clerk at 518-324-2998 or mcdonald.chelsea@bcsdk12.org. Completed applications for military ballots must be received by the Clerk no later than 5:00 P.M. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. NOTICE IS GIVEN that the Board of Education has ongoing registration. Any person who is not already registered to vote, upon proving that he or she is entitled to vote may register at the district clerk’s office until May 12, 2026. No person will be entitled to vote whose name does not appear on the School District Register or who has not registered with the Clinton County Board of Registration to vote at the general election. The register containing the names of qualified voters will be available for inspection in the District Clerk’s office during the hours of 7:00 am – 3:30 pm on each of the five days prior to the day of the election, except Sundays. NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of school board member must be filed in the district clerk’s office no later than 5:00 pm on April 20, 2026. Each petition shall be signed by at least 25 voters of the District and must state the name and residence of the candidate. NOTICE IS HEREBY GIVEN that a qualified voter is a citizen of the United States, at least 18 years old, a resident of the school district for a period of 30 days preceding the annual district election. The School District may require all persons offering to vote to provide one form of proof of residency pursuant to Education Law 2018-c. Such forms may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card.
