CITY OF UTICA, NEW YORK 2026-2027 ANNUAL ACTION PLAN PUBLIC MEETING The City of Utica is in the process of developing its Annual Action Plan for the 2026-2027 program year. The Annual Action Plan describes the manner by which federal entitlement funds will be spent in the upcoming program year. The specific entitlement funds and the estimated amounts that the City anticipates receiving include: Community Development Block Grant - $2,320,311; HOME Investment Partnership - $590,075; Emergency Solutions Grant - $211,136. In order to elicit public comment on suggested priorities for these funds, the City will hold a public meeting in the Common Council chambers of Utica City Hall, 1 Kennedy Plaza, on Wednesday, March 18 th at noon. Interpreters will be present at the meeting where a need for such has been expressed beforehand. Additionally, City staff will be available to assist not-for-profits that are applying for CDBG funding for the first time. Please contact Patti DeCarr at the City’s Department of Urban & Economic Development at (315) 792-0181 between the hours of 8:30 AM and 4:30 PM, Monday through Friday, to request an interpreter or application assistance at the meeting on March 18th .
