EAST QUOGUE UNION FREE SCHOOL DISTRICT TOWN OF SOUTHAMPTON SUFFOLK COUNTY, NEW YORK NOTICE OF SCHOOL DISTRICT: ELECTION OF TWO MEMBERS OF THE BOARD OF EDUCATION SCHOOL DISTRICT BUDGET VOTE VOTE ON EXPENDITURE FOR THE SUFFOLK COUNTY COOPERATIVE LIBRARY SYSTEM, AND, SCHOOL DISTRICT BUDGET HEARING NOTICE IS HEREBY GIVEN that the election of the members of the Board of Education of the East Quogue Union Free School District and the vote upon the appropriation of the necessary funds to meet estimated expenditures or on propositions involving the expenditure of money or authorizing the levy of taxes therefore, shall be held on May 19, 2026 , between the hours of 7:00 am and 8:00 pm (prevailing time), at the East Quogue Elementary School Gymnasium, 6 Central Avenue, East Quogue, New York. Voting will be by ballot on voting machines. The form of the propositions which will be voted upon will be substantially as follows: PROPOSITION NO. 1 Shall the following resolution be adopted, to wit: RESOLVED, that the school district budget, for the school year 2026-2027, proposed by the Board of Education, be approved and the necessary tax be levied thereof upon the real property of the District. PROPOSITION NO. 2 Shall the following resolution be adopted, to wit: RESOLVED, that an expenditure by the East Quogue Union Free School District for the Suffolk County Cooperative Library System is authorized for the school year 2026-2027 in the amount of $868,469 and the necessary tax be levied thereof upon the real property of the District. PROPOSITION NO. 3 Shall the following resolution be adopted, to wit: RESOLVED: (a) That the Board of Education of the East Quogue Union Free School District, in the County of Suffolk, New York (the “District”), is hereby authorized to undertake energy conservation measures and construct alterations and improvements to the East Quogue Elementary School and the site thereof (the Project”), substantially as described in a plan (the “Plan”) prepared by the District with the assistance of JAG Architect P.C., Port Jefferson, New York, which is on file and available for public inspection at the office of the District Clerk, such Project consisting of (as and where required): roof recoating and/or replacement; energy efficiency projects to be completed under an energy performance contract between the District and its energy performance contractor in accordance with Article 9 of the Energy Law and Section 155.20 of the Regulations of the Commissioner of Education; HVAC and generator upgrades; window replacement; bathroom renovations; gymnasium and greenhouse enhancements; installation of fencing and awnings; pathway, curb, sidewalk, stair and pavement improvements; and replacement of a bike rack; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $4,676,910; provided that the costs of the individual components of the Project set forth in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the School District; (b) that a tax is hereby voted in the aggregate amount of not to exceed $4,676,910 to finance the cost of such Project, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education, and in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $4,676,910, and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable; (c) that, in lieu of financing the energy efficiency projects described in subparagraph (a) hereof with bonds, the District shall be authorized to enter into one or more installment purchase contracts to finance such energy efficiency projects; 4071735.2 001098 (d) that, pursuant to applicable law, the District will receive ten per centum (10%) of building aid from the State of New York provided that the voters of the District approve the energy efficiency projects described in subparagraph (a) hereof, which shall be paid from energy savings realized by the District during the term of the energy performance contract; and (e) in the event that the voters of the District do not approve this proposition, the District is authorized under applicable law to undertake one or more of the energy efficiency projects described in subparagraph (a) hereof to the extent that the energy savings realized by the District during the term of the energy performance contract are sufficient to pay the cost thereof. Said Proposition will appear on the ballot used for voting in substantially the following form: PROPOSITION YES NO RESOLVED : (a) That the Board of Education of the East Quogue Union Free School District, in the County of Suffolk, New York (the “District”), is hereby authorized to undertake energy conservation measures and construct alterations and improvements to the East Quogue Elementary School and the site thereof (the Project”), substantially as described in a plan (the “Plan”) prepared by the District with the assistance of JAG Architect P.C., Port Jefferson, New York, and to expend therefor an amount not to exceed the estimated total cost of $4,676,910; (b) that a tax is hereby voted in the aggregate amount of not to exceed $4,676,910 to finance the cost of such Project, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education, and in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $4,676,910, and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable; (c) that, in lieu of financing the energy efficiency projects described in the Plan with bonds, the District shall be authorized to enter into one or more installment purchase contracts to finance such energy efficiency projects; (d) that, pursuant to applicable law, the District will receive ten per centum (10%) of building aid from the State of New York provided that the voters of the District approve the energy efficiency projects described in the Plan, which shall be paid from energy savings realized by the District during the term of the energy performance contract; and (e) in the event that the voters of the District do not approve this proposition, the District is authorized under applicable law to undertake one or more of the energy efficiency projects described in the Plan to the extent that the energy savings realized by the District during the term of the energy performance contract are sufficient to pay the cost thereof. NOTICE IS FURTHER GIVEN that petitions nominating candidates for the position of member of the Board of Education must be filed with the District Clerk between the hours of 8:00 am and 5:00 pm not later than the 20 th day of April, 2026 . Each petition must be signed by at least 25 qualified voters and state the name and residence of the candidate and the residence of each signer. NOTICE IS FURTHER GIVEN that pursuant to Education Law Section 1716(1) there will be a public hearing for the purpose of discussion regarding the expenditure of funds and the budgeting thereof which will be held in the East Quogue Elementary School, 6 Central Avenue, East Quogue, New York on May 5, 2026 , and virtually, at 7:00 pm (prevailing time). NOTICE IS FURTHER GIVEN that a copy of the Statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer of the district on any of the fourteen days immediately preceding the vote during normal school district business hours at the schoolhouse in the district. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District’s website. NOTICE IS FURTHER GIVEN that applications for absentee or early mail ballots may be applied for at the office of the District Clerk during regular school district business hours. An application for an absentee ballot must be received by the District Clerk no earlier than thirty (30) days before the date of the election.
