NOTICE OF PUBLIC HEARING, ELECTION AND ANNUAL DISTRICT MEETING HAMPTON BAYS UNION FREE SCHOOL DISTRICT TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK, NEW YORK NOTICE IS HEREBY GIVEN that the public hearing of the qualified voters of the Hampton Bays Union Free School District, Town of Southampton, Suffolk County, New York, will be held at the Hampton Bays High School Cafeteria located at 88 E. Argonne Road, Hampton Bays, NY in said District and also streamed live to the School District’s YouTube channel found on the District’s website on May 5, 2026 at 7:00 p.m. prevailing time, for the presentation of the 2026-2027 budget document. AND FURTHER NOTICE IS GIVEN that said vote and election will be held on Tuesday, May 19, 2026 between the hours of 7:00 a.m. and 9:00 p.m., prevailing time in the Hampton Bays Middle School Gymnasium, at which time the polls will be opened to vote by voting machine upon the following items: 1. To elect one (1) member of the Board of Education for a three (3) year term commencing July 1, 2026 and expiring on June 30, 2029. 2. To vote on the following propositions: PROPOSITION NO. 1: To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. PROPOSITION NO. 2: Repairs and/or upgrades to facilities and grounds in substantially the following form: SHALL the Board of Education of the Hampton Bays Union Free School District, Suffolk County, New York, be authorized to repair, reconstruct and upgrade the School District’s buildings, facilities and grounds, including incidental costs, at a maximum estimated cost of $300,000, with the amount of up to $300,000 to be transferred from unappropriated and unassigned fund balance from the school year 2025-2026 to the general fund to pay the costs for such repairs, reconstruction and upgrades? 1. To vote on any proposition legally proposed. AND FURTHER NOTICE IS GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, including the tax exemption reporting form, may be obtained by any resident of the District during business hours effective May 5, 2026, except Saturday, Sunday or holidays, at the Administration Office, 86 E. Argonne Road, Hampton Bays, NY, at each school building in the District and at any free association or public library in the District. The Budget will also be available on the District’s website. A Real Property Tax Exemption Report prepared in accordance with §495 of the Real Property Tax Law will be annexed to any budget of which it will form a part; and shall be posted on the District's website. AND FURTHER NOTICE IS GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at her office in the Administration Building, 86 E. Argonne Road, Hampton Bays, NY, not later than April 20, 2026 between 9:00 a.m. and 5:00 p.m. prevailing time. A vacancy on the Board of Education is not considered a separate, specific office; candidates run at-large. Nominating petitions therefore shall not describe any specific vacancy upon the Board for which the candidate is nominated, must be signed by at least twenty-five (25) qualified voters of the District, must state the name and residence address of each signer, and the name and residence address of the candidate. Petition forms are available at the District Clerk’s office. AND FURTHER NOTICE IS GIVEN that registration of voters is required pursuant to §2014 of the Education Law. If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted in any annual or special district meeting within the last four (4) calendar years or if he/she is eligible to vote under Article 5 of the Election Law and is registered with Suffolk County Board of Elections, he/she is also eligible to vote at this election. All other persons who wish to vote must register with the Suffolk County Board of Elections or the School District. NOTICE IS FURTHER GIVEN that any qualified and registered voters of the School District shall be entitled to vote at said meeting. A qualified voter is one who is (1) a U.S. citizen, (2) 18 years of age or older, and (3) a resident within the School District for a period of at least thirty (30) continuous days immediately preceding the meeting. Any person may appear in person to register to vote during regular business hours, 8:30 AM to 4:00 PM (Prevailing Time) on days when school is in session beginning with the first day of student attendance and ending with the last day of student attendance, and during the period between the last day of student attendance and the first day of student attendance from 8:00 AM to 3:00 PM (Prevailing Time) on regular days of business, at the District Administration Office, 86 E. Argonne Road, Hampton Bays, NY, at which time such person shall be entitled to have his/her name placed upon such register, until May 14, 2026, provided that at such time he/she is known or proven to be then or thereafter entitled to vote at said Annual District Meeting. AND FURTHER NOTICE IS GIVEN that the register, including the names of military voters who submitted valid military voter registrations, will be filed in the Office of the Clerk at the District Office, Administration Building, 86 E. Argonne Road, Hampton Bays, NY, and will be open for inspection by any qualified voter of the District between the hours of 8:30 a.m. and 4:00 p.m. prevailing time, on and after May 14, 2026, except Saturday, Sunday and holidays, including the day set for the election/vote. AND FURTHER NOTICE IS GIVEN that applications for absentee ballots and applications for early mail ballots for the School District Election and Vote may be requested in writing from or obtained at the Office of the District Clerk, 86 E. Argonne Road, Hampton Bays, NY, on regular days of business, from 8:30 a.m. to 4:00 p.m., prevailing time. The application for absentee ballot or early mail ballot must be received by the District Clerk no earlier than thirty (30) days and at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election, if the ballot will be personally picked up by the voter or the voter’s authorized agent set forth in the application, at the Office of the District Clerk. Absentee ballots and early mail ballots must be received by the District Clerk by no later than 5:00 p.m., prevailing time, on May 19, 2026. NOTICE IS FURTHER GIVEN that a list of all persons to whom absentee ballots have been issued, a list of all persons to whom early mail ballots have been issued, as well as a list of all military voters to whom military ballots have been issued will be available for inspection to qualified voters of the District in the said District Office during regular office hours, 8:30 a.m. to 4:00 p.m., prevailing time, until the day of the election and vote. Any qualified voter may file a written challenge of the qualifications as a voter of any person on any such list stating the reasons for the challenge. AND NOTICE IS FURTHER GIVEN that military voters who are not currently registered to vote may obtain an application to register as a qualified voter of the District and military voters who are registered to vote may obtain an application for a military ballot, for the Annual Meeting on May 19, 2026, by contacting the District Clerk at 86 E. The military voter may indicate their preference for receiving the registration application and/or ballot application by mail, by facsimile or email. The completed application to register must be received by the District Clerk by 5:00 P.M. on April 23, 2026 and the application for a military ballot must be received by the District Clerk by no later than 5:00 P.M. on April 23, 2026. Military ballots will be mailed or otherwise distributed no later than 25 days before the election. Military ballots must be returned by mail or in person and received by the District Clerk by 5:00 P.M. on May 19, 2026.
