PUBLIC NOTICE NOTICE OF ANNUAL VOTE AND ELECTION EAST SYRACUSE MINOA CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN: That the annual budget hearing will be held on May 11, 2026 at 6:00 p.m . for the purpose of discussing expenditure of funds for the 2026-2027 school year and the budgeting thereof. The hearing is open to the public and will be held in the Library at the Central High School located at 6400 Fremont Road, in the Town of Manlius, New York. Any updated information about access and location will be published on the School District’s website at https://www.esmschools.org/ when available and questions may also be directed to the District Clerk at 315-434-3004, or kskahen@esmschools.org. NOTICE IS FURTHER GIVEN: The copies of the detailed statement prepared by the Board regarding the amount of money which will be required for school purposes for such fiscal year, specifying the several purposes and the amount for each (the “Budget”), and the tax exempt report may be obtained by any District resident on the District website and at any District school building between the hours of 8:00 a. m. and 4:00 p.m. on each day other than a Saturday, Sunday, or holiday during the fourteen (14) days immediately preceding the date of the annual meeting and election, and on the date of the election. NOTICE IS FURTHER GIVEN: The annual meeting and election of members of the Board of Education of the East Syracuse Minoa Central School District , vote upon the appropriation of necessary funds to meet the estimated expenditures for the fiscal year commencing July 1, 2026 and authorizing the levy of taxes, and vote upon any other propositions properly submitted will take place on May 19, 2026, in the High School new gymnasium located at 6400 Fremont Road in the Town of Manlius, New York, between the hours of 12:00 noon and 9:00 p.m. The vote will be on the adoption of the District budget for such fiscal year, which will appear as Proposition No. 1 on the ballot; and to elect three (3) members to the Board of Education for a term of four years commencing July 1, 2026 and ending June 30, 2030. Candidates for the office of member of the Board of Education shall be nominated by petition. A separate petition is required to nominate each candidate. Every petition must (i) be directed to the District Clerk; (ii) be signed by at least twenty-five (25) qualified voters of the District, (iii) state the residence of each signer and the name and residence of the candidate; and (iv) be filed with the office of the District Clerk, at the Administrative Office Building, located at the District Office, 407 Fremont Road, East Syracuse, between the hours of 9:00 a.m. and 5:00 p.m. local time, no later than April 20, 2026 by 5:00 p.m. local time. Petition forms for candidates may be obtained from the District Clerk at the district office. NOTICE IS FURTHER GIVEN: That military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 315-434-3004 or kskahen@esmschools.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. PLEASE TAKE FURTHER NOTICE that the following additional propositions shall be voted on at such annual vote and election: PURCHASE OF SCHOOL BUSES “Shall the Board of Education of the East Syracuse Minoa Central School District be authorized to purchase five (5) full-size school buses for the purpose of providing student transportation and ancillary educational purposes; including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $993,723, which is estimated to be the total maximum cost thereof, and pay for such vehicles by using $800,000 from the 2016 Bus Purchase Reserve Fund together with the remaining necessary balance not to exceed $193,723 paid from 2026-2027 budget appropriations.” EAST SYRACUSE FREE LIBRARY “Shall the annual appropriation for the East Syracuse Free Library be increased from $368,256 to $375,621 and shall the Board of Education of the East Syracuse Minoa Central School District be authorized to collect such sum by a tax levy.” MINOA FREE LIBRARY “Shall the annual appropriation for the Minoa Free Library be increased from $290,700 to $296,500 and shall the Board of Education of the East Syracuse Minoa Central School District be authorized to collect such sum by a tax levy.” 2026 BUS PURCHASE RESERVE FUND “Shall, the Board of Education of the East Syracuse Minoa Central School District be authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law to be designated, “2026 Bus Purchase Reserve Fund” created for the purpose of financing the cost of the purchase of school buses and other transportation vehicles, including necessary furnishings, fixtures and equipment and all other costs incidental and expenses in connection therewith, and in order to accomplish the same, the Board of Education is hereby authorized to establish the ultimate amount of such Reserve Fund to be Nine Million Five Hundred Thousand Dollars ($9,500,000.00), plus accrued interest and other investment earnings. The Board of Education is further authorized to pay into the fund (1) in the 2026-27 school year and annually thereafter available funds of the District in an amount determined by the Board of Education not to exceed $950,000 per year and (2) to pay funds from the available fund balance, state aid reimbursement to the School District on account of capital projects, such other monies as the voters may direct, and/or other legally available funds of the School District to such reserve fund in an amount determined by the Board of Education up to the maximum authorized amount. The fund shall have a probable term of ten (10) years.” NOTICE IS ALSO HEREBY GIVEN: That qualified voters may apply for absentee ballots or early vote ballots. Applications for absentee or early vote ballots may be obtained at the office of the School District Clerk at 407 Fremont Road, East Syracuse, NY. Any such applications must be received by the District Clerk at least seven (7) days before the date of the vote and election if the ballot is to be mailed to the voter, or the day before the vote and election if the ballot is to be delivered personally to the voter. Absentee or early vote ballots must be received at the District Office by 5:00 PM on May 19, 2026. A list of all persons to whom absentee voters’ ballots shall have been issued shall be available for public inspection in the office of the School District clerk during regular office hours each of the five days prior to the election, except Sunday, by appointment only between the hours 9:00 a.m. and 12:00 noon on the Saturday prior to the election, and shall also be posted at the polling place at the election of members of the Board of Education.
