LEGAL NOTICE LEGAL NOTICE OF PUBLIC HEARING ON THE BUDGET AND NOTICE OF A MEETING OF VOTERS OF FAYETTEVILLE‑MANLIUS CENTRAL SCHOOL DISTRICT The Board of Education of the Fayetteville-Manlius Central School District hereby gives notice that the public hearing on the budget of said School District will be held at the board of education meeting streamed on the district's YouTube Channel and held in the auditorium at Eagle Hill Middle School, 4645 Enders Road, Manlius, NY, in said School District, on May 11, 2026 at 6:00 p.m., at which times the proposed budget for said School District for 2026-2027 will be presented for review and discussion in anticipation of the subsequent vote thereon by the qualified voters of said School District. Notice is hereby given that a meeting of the qualified voters of said School District will be held in the cafeteria at Wellwood Middle School, 700 South Manlius Street, Fayetteville, New York, in said School District, on Tuesday, May 19, 2026, between the hours of 7:00 a.m. and 9:00 p.m. for the purposes of voting upon the propositions hereinafter set forth and for the election of members of the Board of Education. Notice is also hereby given that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes may be obtained by any residents in said School District at each schoolhouse in said School District in which school is maintained between the hours of 9:00 a.m. and 3:00 p.m. on each day other than a Saturday, Sunday or holiday during the fourteen days immediately preceding such meeting of voters. Notice is also hereby given that petitions nominating candidates for the office of the Board of Education member must be filed in the office of the Clerk of said School District between 9:00 a.m. and 5:00 p.m. not later than April 20, 2026. There are three (3) at-large vacancies to be filled on the Board of Education, each of them being for a three-year term commencing July 1, 2026 and concluding June 30, 2029. Each petition shall be directed to the Clerk of said School District, shall be signed by at least thirty-eight (38) qualified voters of said School District, and shall state the residence of each signer and shall state the name and residence of the candidate. Notice is also hereby given that voters at the annual meeting shall vote upon the annual budget proposition, which shall appear on the ballot in the following form, after such budget has been finalized by the Board of Education: Proposition – 2026-2027 Budget 1. SHALL THE FOLLOWING RESOLUTION BE ADOPTED: RESOLVED, that the Board of Education of the Fayetteville-Manlius Central School District is hereby authorized to expend the sum as adopted by the board of education at their April 20, 2026 regular board meeting as a general fund appropriation for the 2026-2027 school year and to levy the necessary tax. Notice is also hereby given that voting at the annual meeting shall be by electronic voting machines upon the matters set forth below: 2. To vote upon the following proposition: Shall the Board of Education be authorized to purchase and finance six (6) diesel fuel school buses and two (2) gasoline fuel minivans, including for each, necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $1,529,830, which is estimated to be the total maximum cost thereof, and pay for such vehicles by the levy of a tax upon the taxable property of said School District to be collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $1,529,830, shall be issued. 3. To vote upon approval of appropriations for the Fayetteville Library which shall appear on the ballot in the following form: Shall the Fayetteville-Manlius Central School District, Onondaga County, New York, be authorized to levy taxes in the amount of $2,172,035 for the annual support of the Fayetteville Free Library, Fayetteville, New York, and pay over such monies to the trustees of the library for library services for the benefit of residents of the school district during the 2026-2027 fiscal year? 4. To vote upon approval of appropriations for the Manlius Library, which shall appear on the ballot in the following form: Shall the Fayetteville-Manlius Central School District, Onondaga County, New York, be authorized to levy taxes in the amount of $1,548,396 for the annual support of the Manlius Library, Manlius, New York, and pay over such monies to the trustees of the library for library services for the benefit of residents of the school district during the 2026-2027 fiscal year? 5. To elect three (3) members of the Board of Education. Notice is also hereby given that applications for absentee ballots for voting on such propositions as may appear on the official ballot may be applied for by qualified voters at the office of the Clerk of said School District. Any such application must be received by the said Clerk at least seven days preceding the May 19, 2026 meeting of voters if the ballot is to be mailed to the voter or at least the day before such meeting of voters if the ballot is to be personally delivered to the voter. In addition, a list of all persons to whom absentee ballots shall have been issued will be available for public inspection in the office of said Clerk during its regular hours from May 14, 2026 through May 18, 2026, except Sunday, and shall be posted at the polling place at the election of members of the Board of Education. Notice is also hereby given that applications for early mail ballots for voting on such propositions as may appear on the official ballots may be applied for by qualified voters at the office of the Clerk of said School District. Any such application must be received by the said Clerk at least seven days preceding the May 19, 2026 meeting of voters if the ballot is to be mailed to the voter or at least the day before such meeting of voters if the ballot is to be personally delivered to the voter. In addition, a list of all persons to whom early mail ballots shall have been issued will be available for public inspection in the office of said Clerk during its regular hours from May 14, 2026 through May 18, 2026, except Sunday, and shall be posted at the polling place at the election of members of the Board of Education. Notice is also given that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 315-692-1200 or districtclerk@fmschools.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
