ANNUAL MEETING AND ELECTION NOTICE FOR SCHOOL DISTRICT NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION OSWEGO CITY SCHOOL DISTRICT CITY OF OSWEGO, COUNTY OF OSWEGO, NEW YORK NOTICE IS HEREBY GIVEN, that a Public Budget Hearing of qualified voters of the Oswego City School District, Oswego County, Oswego, New York, will be held on May 5, 2026, immediately following regular session (5:00 PM), for the presentation of the budget documentation. The Hearing shall be held in person, at the Oswego High School Cafeteria, 1 Buccaneer Blvd, Oswego, NY 13126, in said District and will be live streamed at youtube.com/@BUC starting at 5:00 PM. AND FURTHER NOTICE IS HEREBY GIVEN, that said vote and election will be held on May 19, 2026 between the hours of 9:00 AM and 9:00 PM prevailing time, in the City of Oswego at the Oswego Town Hall, 2320 County Route 7; the Scriba Fire Station, 5618 State Route 104; Elim Grace Church, 340 W. First Street; and Anthony J. Crisafulli Ice Rink, 32 Fort Ontario Rd; at which time the polls will be opened to vote by electronic voting machine, unless such machines are unavailable in which case voting shall be by paper ballot. Information on the election districts associated with each polling location is available by contacting the District Clerk at (315) 341.2001 or dschrade@oswego.org To vote on the following propositions: Proposition No. 1 Annual Budget of the School District To adopt the Annual Budget of the School District for the 2026-2027 fiscal year. Proposition No. 2 Purchase of Student Transportation Vehicles Shall the bond resolution adopted by the Board of Education of the City School District of the City of Oswego (the "School District") on March 17, 2026, which authorizes (a) the purchase of student transportation vehicles, at a total combined maximum estimated cost not to exceed $1,600,000; (b) the issuance of up to $1,600,000 serial bonds of the School District to pay the cost thereof; (c) the pledge of School District's faith and credit for payment of bond anticipation notes and such bonds; and (d) the levy of taxes on the taxable real property in the School District to be collected in annual installments to pay debt service on such obligations, be approved? Proposition No. 3 Oswego City Public Library Shall the Board of Education of the Oswego City School District be authorized to levy and collect taxes annually in the amount of One Million Five Hundred Forty-Eight Thousand Two Hundred Five Dollars ($1,548,205), an amount separate and apart from the annual school district tax levy, and to pay over such monies to the Trustees of the Oswego S.D. Public Library for the continuing support and maintenance of the Oswego S.D. Public Library? AND FURTHER NOTICE IS HEREBY GIVEN that voters will elect candidates to fill three (3) vacancies on the Oswego City School District Board of Education. Fitzgibbons Dr., Oswego, NY 13126 AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the Office of Member of the Board of Education shall be filed with the Clerk of said School District at her office in the Education Center, 1 Buccaneer Blvd - Leighton Elementary, Oswego, NY no later than April 29, 2026 between the hours of 9:00 AM and 5:00 PM. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least 100 qualified voters of the District; must state the name and residence of each signer, and, must state the name and residence of the candidate. AND FURTHER NOTICE HEREBY IS GIVEN that applications for Absentee Ballots and Early Voting Ballots will be obtainable during school business hours from the District Clerk beginning April 20, 2026. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee Ballots and Early Voting Ballots must be received by the District Clerk no later than 5:00 PM prevailing time on May 19, 2026. A list of persons to whom Absentee Ballots and Early Voting Ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk during each of the five (5) days prior to the election, except Sundays, between the hours of 9:00 AM and 4:00 PM and said list will be posted at the polling places at the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to §2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law he/she is also eligible to vote at this election. All other persons who wish to vote must register. The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to $2014 of the Education Law at the District Clerk's Office located in the Education Center (Leighton School) 1 Buccaneer Blvd., Oswego, NY on May 5, 2026 between the hours of 8:00 AM and 12:00 PM to add any additional names to the Register to be used at the aforesaid election, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the Clerk of the School District in the Education Center, and will be open for inspection by any qualified voter of the District after the preparation between the hours of 9:00 AM and 5:00 PM prevailing time, on weekdays, and each day prior to the day set for the election, except, Sunday, and at the polling places on the day of the vote. NOTICE IS ALSO GIVEN THAT Military Voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at (315) 341-2001 or dschrade@oswego.org.
