Notice of Annual Budget Vote and Election NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Schuylerville School District, Saratoga County, Schuylerville, New York, will be held in the Schuylerville Boardroom in said District on Tuesday, May 5, 2026 at 6:00 PM prevailing time, for the presentation of the 2026-2027 budget. The budget will be available for review at the District Office, 14 Spring Street, Schuylerville, New York, between the hours of 8:00 a.m. and 3:00 p.m., weekdays, during the fourteen (14) days preceding the date of the election. NOTICE IS HEREBY GIVEN, that the annual meeting of the qualified voters of the Schuylerville School District will be held on Tuesday, May 19, 2026 between the hours of 12:00 noon and 8:00 p.m., prevailing time, in the Schuylerville Boardroom, at which time the polls will be opened to voting by machine upon the following items: 1. PROPOSITION #1 - 2026-2027 BUDGET: Shall the Board of Education of the Schuylerville Central School District be authorized to expend the sum of $40,890,508, as set forth in the budget as presented, for use during the 2026-2027 school year, to be raised by a levy of tax upon the taxable property of the school district, after first deducting the monies available from State Aid and other sources as provided by law? 2. PROPOSITION #2 - BUS LEASES: Shall the Schuylerville Central School District be authorized to lease and expend therefore an amount not to exceed $1,334,500 (one million three hundred thirty four thousand five hundred dollars) from the General Fund including costs incidental thereto and the financing thereof, for a term not to exceed five (5) years, the following motor vehicles: eight (8) 65 passenger buses, and that such sum, or so much thereof as may be necessary, shall be raised by the levy of a tax collected in annual installments; and that in anticipation of such tax, issue obligations of the District? 3. ELECTION OF BOARD MEMBER SEATS: To elect one (1) member of the Board of Education, to a five (5) year term commencing on July 1, 2026 and expiring on June 30, 2031 to succeed Katie Brunson, whose term expires on June 30, 2026. 4. ELECTION OF TRUSTEES SEATS FOR SCHUYLERVILLE PUBLIC LIBRARY: To elect two (2) members of the Schuylerville Public Library Board of Trustees each for a three (3) year term commencing on July 1, 2026 and expiring on June 30, 2029 to succeed Amy Carpenter and Katie Veltum, whose terms expire on June 30, 2026. 5. PROPOSITION #3 – SCHUYLERVILLE PUBLIC LIBRARY BUDGET SHALL an annual appropriation of $446,000, separate and apart from the Schuylerville Central School District annual school district budget, be approved to support and maintain the Schuylerville Public Library, which sum shall be raised annually by a tax upon the taxable property of the school district, and which appropriation shall be the annual appropriation for the library until changed by further vote of the electors of the school district, and such tax shall be levied and collected yearly as are other general taxes? 6. To transact such other business as may properly come before the meeting pursuant to the Education Law of the State of New York. NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District during the fourteen (14) days immediately preceding the Annual Meeting except Saturdays, Sundays or holidays, beginning Tuesday, May 5, 2026, at the District Clerk Office during business hours and also at said District Election. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document. NOTICE IS ALSO GIVEN that the election and budget vote shall be by machine or early mail or absentee ballot. The hours during which the polls shall be kept open shall be from 12:00 noon to 8:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 8:00 p.m. to cast their ballots. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education and the office of trustee of the Schuylerville Public Library shall be filed with the Clerk of said School District at the District Office or by emailing tompkinsj@schuylerville.org, not later than Monday, April 20, 2026, between 9:00 AM and 5:00 PM. Vacancies upon the Board of Education and Board of Trustees shall be considered separate, specific offices and the nominating petitions shall not describe any specific vacancy upon the Board of Education or Board of Trustee for which the candidate is nominated. Each petition shall be directed to the Clerk of the District and shall be signed by at least (25) voters of the District, must state the name and residence of each signer, must state the name and residence of the candidate. Nominating petitions may be obtained from the District Clerk by emailing tompkinsj@schuylerville.org. AND FURTHER NOTICE IS HEREBY GIVEN that applications for early mail and absentee ballots will be obtainable and are returnable no earlier than April 19, 2026, between the hours of 8:00 a.m. and 3:00 p.m. Monday through Friday, except holidays, from the District Clerk. Completed applications for early mail and absentee ballots must be received by the District Clerk at least seven (7) days prior to the vote if the ballot is to be mailed to the voter, May 12, 2026; or the day before the election, if the ballot is to be delivered personally to the voter, May 18, 2026. Early mail and absentee ballots must be received by the District Clerk no later than 5:00 p.m. on May 19, 2026. A list of all persons to whom early mail and absentee ballots shall have been issued will be available in the office of the District Clerk from 8:00 a.m. until 3:00 p.m. prevailing time on each of the five (5) days prior to the day of the election, except weekends, up to the day set for the election. Any qualified voter may challenge the acceptance of the ballot of any person on such list, by making his/her challenge and reasons therefore known to the Inspector of Election before the close of the polls. A challenge against an early mail ballot cannot be based on the reason that the voter should have obtained or applied for an absentee ballot. The Education Law makes special provisions for absentee voting by “permanently disabled” voters of the District and any questions regarding these rights should be directed to the Clerk of the Board. AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the Schuylerville Central School District. A military voter registration application may be requested from the Board of Education at 14 Spring Street, Schuylerville, New York and must be returned to the Office of the District Clerk at 14 Spring Street, Schuylerville, NY not later than 5:00 pm on April 23, 2026. A military voter may indicate their preference for receiving the registration application by mail, facsimile transmission, or email. AND FURTHER NOTICE IS HEREBY GIVEN, that Education Law also makes special provisions for absentee voting for “military” voters of the District. Specifically, the law provides a unique procedure for “military ballots” in school district votes. Whereas absentee ballots must be received by the voter by mail, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile. If a military voter does not designate a preference, the board of education shall transmit the military ballot application or military ballot by mail. If a military voter designates a preference for facsimile transmission or electronic mail but does not provide the necessary facsimile number or e-mail address, the board of education shall transmit the voter registration application, military ballot application or military ballot by mail and request the omitted information. The military voter must, however, return his/her original military ballot application and military ballot by mail or in person, regardless of how the absentee application or ballot was received. The Clerk of the Board shall transmit the military voter’s military ballot in accord with the military voter’s preferred method of transmission, or if not preference by mail, not later than April 24, 2026.
