Penn Yan Municipal Notice About Upcoming Electric Bills Due to extremely cold weather in late January, wholesale electricity prices across New York State increased dramatically. Because the Village must purchase electricity on the open market and pass those costs through to customers, residents may see higher electric bills in the coming months, likely beginning with March bills. Our municipal electric department does not control the cost of electricity, only the delivery system. The increase will appear in the Purchase Power Adjustment Charge(PPAC), which reflects the actual cost of power supply and transmission. Through advance power purchasing by the New York Municipal Power Agency (NYMPA), these increases were reduced and could have been about 30% higher. Even with the increase, municipal electric rates remain lower than large utility providers. We understand higher utility costs are difficult and will continue working to provide reliable service at the lowest possible cost. We encourage customers to reduce consumption when able, seek programs to insulate your home, or upgrade heating sources. Visit the Village of Penn Yan website to read the memo from Jim Stokes, General Manager of NYMPA. Published in The Chronicle-Express February 26, 2026. 4309940
