LIVINGSTON COUNTY LEGAL NOTICE LEGAL NOTICE AVON CENTRAL SCHOOL DISTRICT BUDGET HEARING, VOTE & ELECTION NOTICE IS HEREBY GIVEN, that the Budget Hearing of the inhabitants of the Avon Central School District, Livingston and Monroe Counties, New York, qualified to vote at the school meetings in said district, will be held in the Middle School Library at 191 Clinton Street, in the Village of Avon, New York, in said District, on Monday, May 11, 2026 at 7:00 PM, Eastern Daylight Savings Time. TAKE FURTHER NOTICE that the Annual Vote of the District will be held on Tuesday, May 19, 2026 from 1:00 PM to 9:00 PM, Eastern Daylight Savings Time in the Middle School Library at 191 Clinton Street, in the Village of Avon, New York, which vote will be taken on the appropriation of the necessary funds to meet the estimated expenditures in the budget for the fiscal year 2026-2027 and on electing two members to the Board of Education as follows: • A vacancy created by the expiration of the term of Rodney George; term of 3 years beginning July 1, 2026 • A vacancy created by the expiration of the term of Stephen Comeau; term of 3 years beginning July 1, 2026 TAKE FURTHER NOTICE that all candidates for office of members of the Board of Education shall be nominated by petition. Each petition shall be directed to the Clerk of the District; shall be signed by at least twenty-five (25) qualified voters of the District; shall state the residence of each signer, shall state the name and residence of the candidate and shall describe the specific vacancy on the Board of Education for which the candidate is nominated which description shall include at least the length of the term of office and the last incumbent. Each petition shall be filed in the office of the Clerk of the District between the hours of 8:00 AM and 5:00 PM Eastern Daylight Savings Time not later than the thirtieth day preceding the election of a member of the Board of Education, to wit: April 20, 2026. Candidates for the Board of Education are required by law to file sworn statements of campaign expenses on the thirtieth (30) day and the fifth (5) day preceding the election and within twenty (20) days following the election. Information on this procedure may be obtained from the District Clerk. TAKE FURTHER NOTICE that voting machines (or paper ballots, if necessary) will be used to record the vote on the budget, on all propositions, and on the election of members of the Board of Education. TAKE FURTHER NOTICE that the Board of Education of this District will have prepared and completed a statement, in writing, of the amount of money which will be required for the ensuing fiscal year, 2026-2027, for school purposes. Such statement and the tax exemption report will be available, upon request, to taxpayers within this District weekdays between the hours of 8:00 AM and 4:00 PM Eastern Daylight Savings Time from May 5, 2026 to May 19, 2026, in the District, Elementary School, Middle School, and High School offices, and the Avon Free Library, in the Village of Avon, and on the District's website at www.avoncsd.org [http://www.avoncsd.org]. TAKE FURTHER NOTICE that qualified voters of the District may apply for early mail and absentee ballots at the District Clerk's office. Military voters as defined by Commissioner's regulation § 122.2(f), who are qualified voters of the District, may apply for a military ballot during school business hours at the office of the District Clerk, 191 Clinton Street, Avon, NY. Completed applications for military ballots must be received by the District Clerk no later than 5:00 PM on April 24, 2026. Ballots for military voters shall be mailed, or otherwise distributed, no later than twenty-five (25) days prior to the election. A military voter may designate a preference to receive a military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such ballot application or ballot. Completed early vote, absentee, and military ballots must be received by the District Clerk no later than 5:00 PM on the day of the vote in order to be canvassed. A list of persons to whom early mail, absentee ballots and military ballots are issued will be available for inspection to qualified voters of the district in the office of the District Clerk between the hours of 8:00 AM and 4:00 PM on weekdays prior to the day set for the annual election and at the polling place on the date of the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds by making the reasons therefore known to the Inspector of Election before the close of the polls. Completed early vote, absentee, and military ballots must be received by the District Clerk no later than 5:00 PM on the day of the vote in order to be canvassed. TAKE FURTHER NOTICE that the following propositions will be voted on: PROPOSITION 1: BUDGET Shall the 2026-2027 basic school budget be approved. PROPOSITION 2: BUSES RESOLVED, that the Board of Education of the Avon Central School District is hereby authorized to expend an amount not to exceed $193,000 for the purchase of one (1) 64-passenger bus. This expenditure will be financed by either a transfer of unappropriated fund balance or a tax in the amount to be expended for such purpose shall be levied upon all taxable property in the District; and that such tax shall be in such amounts and levied in such years as may be determined by the Board of Education. Furthermore, bonds or other obligations of the District in the aggregate principal amount are hereby authorized to be issued to finance such purpose in accordance with the provisions of the Local Finance Law; and such tax shall be levied in installments to pay the principal and interest on such bonds or other obligations as the same shall become due and payable. PROPOSITION 3: VEHICLE AND EQUIPMENT CAPITAL RESERVE FUND RESOLVED, that the Board of Education of the Avon Central School District is hereby authorized to appropriate and expend a total of up to $175,000 from the District's existing 2022 Vehicle and Equipment Capital Reserve Fund for the purpose of purchasing furniture and equipment for buildings and grounds, transportation, instructional, athletic and cafeteria purposes. PROPOSITION 4: CAPITAL IMPROVEMENT PROJECT RESOLVED, that the Board of Education of the Avon Central School District, Livingston County, New York (the "District") is hereby authorized to undertake a capital improvement project consisting of alterations, renovations and improvements to the District's school buildings and associated facilities, including improvements to the District's Elementary School, Middle/High School, site improvements for various school purposes, and other appurtenant and related improvements, and the acquisition and installation in and around the foregoing improvements of original furnishings, equipment, machinery, apparatus and technology improvements, and preliminary and incidental costs related thereto; for a total aggregate maximum cost of $4,570,000, with such cost being raised by the expenditure of $1,055,000 from the District's existing 2021 Building Capital Reserve Fund (said fund being established pursuant to a proposition approved by the qualified voters of the District on May 18, 2021), and with the balance thereof, not to exceed $3,515,000, being raised by a tax upon the taxable property of the District to be levied and collected in annual installments as provided in Section 416 of the Education Law, with such tax to be offset by State aid available therefore, and in anticipation of such tax, by obligations of the District as may be necessary. PROPOSITION 5: AVON FREE LIBRARY RESOLVED, that a proposition shall be approved reducing the annual taxes collected by the Avon Central School District and paid to the trustees of the Avon Free Library to zero dollars ($0), beginning with the 2026 tax levy, such proposition being put to the voters per the request of the trustees of the Avon Free Library, which has secured alternate funding for the Library per a proposition approved by the voters of the Town of Avon in the general election that took place in November 2025. PROPOSITION 6: BOARD MEMBER ELECTIONS RESOLVED, for all subsequent elections, that vacancies on the Avon Central School District Board of Education not be considered separate and specific offices, rather board members shall be elected at-large, and that nominating petitions shall not describe any specific vacancy for which a candidate is nominated.
