NOTICE OF BUDGET HEARING AND VOTE Maine-Endwell Central School District Budget Hearing A budget hearing for the inhabitants of the Maine-Endwell Central School District qualified to vote at school district meetings will be held in the Staff Development Room School, at 712 Farm to Market Road, Endwell, New York, commencing at 6:00 PM on May 7, 2026 where there shall be presented the proposed school district budget for the following year. Date of Vote The vote upon the appropriation of the necessary funds to meet the estimated expenditures or for any propositions involving the expenditure of money or the authorizing of the levy of taxes, as well as the election of members of the Board of Education shall be held on Tuesday, May 19, 2026 between the hours of 11:00 AM and 8:00 PM in the front hallway, Maine Memorial School, 2693 Main St., Maine, New York for District No. 1 and the District Office, Staff Development Room, 712 Farm to Market Road, Endwell, New York for District No. 2 between the hours of 11:00 AM and 8:00 PM. Statement of Money Required for Next School Year A copy of the statement of the amount of money that would be required for the next school year for school purposes shall be completed seven days before the budget hearing and may be obtained by any resident of the District at each schoolhouse during the period of 14 days immediately before the annual meeting and election, between the hours of 8:00 AM and 4:00 PM except Saturday, Sunday or holiday. Vote for Board Members Petitions nominating candidates for the office of members of the Board of Education must be filed with the District Clerk between the hours of 8:00 AM and 4:00 PM and not later than April 20, 2026. The following vacancies are to be filled: Two (2) at-large vacancies with terms expiring June 30, 2029 Each petition must be addressed to the District Clerk, be signed by at least 25 qualified voters of the District, shall state the residence of each signer, and the name and address of the candidate. The following propositions shall be voted upon at the same time as the vote upon the appropriation of monies and for Board members: Proposition 1 ? School Bus Bond Shall the following resolution be adopted to wit: Resolved that the Board of Education of the Maine-Endwell Central School District is hereby authorized to undertake the acquisition of school buses, including, without limitation, five (5) full-sized school buses, one (1) small school bus and one (1) car, all at an estimated maximum aggregate cost of $1,100,000, less trade-in value, if any, and that such cost, or so much thereof as may be necessary, shall be raised by the levy of a tax to be collected in annual installments, with such tax to be offset by state aid available therefor; and, in anticipation of such tax, debt obligations of the school district as may be necessary not to exceed $1,100,000 shall be issued, or the School District may enter into an installment purchase contract if the Board of Education determines that it is in the best interest of the School District to finance the purchase in that method. Additional Propositions Any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, stating the residence of each signer, which proposition shall be filed with the Board of Education not later than 30 days before the date of the election as set forth in this notice unless a greater number of days is required by statute. Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of monies is required for the proposition, and such proposition fails to include the necessary specific appropriation. Voter Registration Personal registration of voters is required for the annual vote and no person shall be entitled to vote whose name does not appear on the register of the School District, except those persons who registered to vote pursuant to the provisions of Election Law 5-612. Also, persons otherwise qualified to vote who voted at any annual vote conducted within four calendar years prior to the preparation of the register need not personally register for this annual vote. Voter registration can be done with the District Clerk, 712 Farm to Market Rd., Endwell, by May 7, 2026 between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday. Any person 18 years of age or over, a citizen of the United States, and a resident of the School District for 30 days preceding the date for voting is entitled to register and vote. The register of the School District so prepared shall be filed five days prior to the day set for said annual vote in the office of the District Clerk, located in the District Office, where the same shall be open for inspection by any qualified voter of the District between the hours of 8:00 AM to 4:00 PM each weekday up to and including the day set for the vote. Military Ballots Unregistered military voters may register with the district by requesting a voter registration application by email cevanish@me.stier.org or calling 607-754-1400, ext. 2304. Such military voter registration application must be returned to the office of the District Clerk no later than 4:00 pm on May 7, 2026, and such military voter may indicate his/her preference for receiving said military ballot application or military ballot by mail, facsimile transmission or email Applications for military voters who are qualified voters of the Maine-Endwell Central School District are available upon request by contacting the District Clerk at cevanish@me.stier.org or calling 607-754-1400, ext. 2304. Such military ballot application must be returned to the office of the District Clerk no later than 4:00 pm on May 7, 2026, and such military voter may indicate his/her preference for receiving said military ballot application or military ballot by mail, facsimile transmission or email. All military ballots must be received in the office of the District Clerk not later than 5:00 PM on the date of the vote. The last day for voter registration is May 7, 2026. Any person not presently registered under permanent personal registration, or any person who has not voted at an intervening election since the last date of permanent registration, in order to be entitled to vote at said school election, may come to the County Office Building, Governmental Plaza, Binghamton, New York between the hours of 8:30 a.m. and 4:00 p.m. and complete the voter registration and place it in the drop box, or print out the NYS Voter Registration Form (available at www.broomevotes.com) and either mail or deliver the form to the Broome County Board of Elections Office. Election Districts The description of the boundaries of the school election districts into which the Maine- Endwell Central School District is divided are on file and may be inspected in the office of the District Clerk, located in the District Office, 712 Farm to Market Road, Endwell, New York during business hours. The election districts and the place in each election district in which the annual vote will be held are as follows: Election District No. 1 Voting Place: Maine Memorial School, 2693 Main St., Town of Maine Boundaries: Towns of Maine, Nanticoke, Newark Valley, and Owego Election District No. 2 Voting Place: Maine-Endwell District Office Staff Development Room, 712 Farm to Market Road, Endwell Boundary: Town of Union Absentee Ballots Applications for absentee ballots for registered voters will be made available through application to the District Clerk. Such applications must be received by the District Clerk at least seven days before the vote set in this notice is to be mailed to the absentee voter or the day before the vote if the ballot is to be delivered personally to the absentee voter. All absentee ballots must be received in the office of the District Clerk not later than 5:00 PM on the date of the vote. A list of all persons to whom absentee voters' ballots have been issued shall be available for public inspection during regular office hours which are between the hours of 8:00 AM and 4:00 PM and such list will also be posted at the polling place or places at the election of members of the board of education. Any qualified voter may upon examination of such list, file written challenge of qualifications of a voter of any person whose name appears on such list, stating the reasons for the challenge. Such written challenge shall be transmitted by the Clerk or designee to the Inspectors of Election on Election Day. Early Vote By Mail Ballots Applications for Early Vote By Mail ballots for registered voters will be made available through application to the District Clerk. Such applications must be received by the District Clerk at least seven days before the
