GENESEE ORLEANS WYOMING COUNTIES LEGAL NOTICE OAKFIELD-ALABAMA CENTRAL SCHOOL DISTRICT #1 ANNUAL SCHOOL DISTRICT MEETING AND VOTE NOTICE IS HEREBY GIVEN that the annual meeting and vote (the "Annual Meeting and Vote") of the Oakfield-Alabama Central School District #1, of the Towns of Oakfield, Alabama, Batavia, Elba, and Pembroke in Genesee County, New York, and the Town of Barre in Orleans County, New York, (the "District") will be held on Tuesday, May 19, 2026, from 11:00 AM to 8:00 PM in the Community Room of the Oakfield-Alabama Middle-High School, 7001 Lewiston Road, Oakfield, New York, for the purposes of voting on the budget of the District for the 2026- 2027 fiscal year, voting on the acquisition of school buses, electing three (3) members of the Board of Education of the District (the "Board"), electing one (1) Trustee of the Library Board of Trustees, voting on the necessary funds to meet the estimated expenses of the Haxton Memorial Library, and transacting such other business as may be authorized by law. Voting will take place by electronic ballot. TAKE FURTHER NOTICE that a copy of the budget or statement of the amount of money that will be required for the ensuing year for school purposes, exclusive of public moneys, may be obtained by any voter in the District during the 14 days immediately preceding the Annual Meeting and Vote, except Saturdays, Sundays and holidays, and on the day of the Annual Meeting and Vote, at the office of the District Clerk between the hours of 8:00 AM and 3:00 PM. TAKE FURTHER NOTICE that a public budget hearing will take place on Tuesday, May 12, 2026, to review the proposed 2026-2027 District budget. This hearing will take place at 6:00 PM in the Community Room of the Middle-High School in the District. PROPOSITION NO. 1: DISTRICT BUDGET Shall the following resolution be adopted? RESOLVED, that the proposed budget for the Oakfield-Alabama Central School District #1, Genesee and Orleans County, New York (the "District") for the fiscal year commencing July 1, 2026, and ending June 30, 2027, as presented by the Board of Education of the District, is hereby approved and adopted and the necessary real property taxes required shall be raised by a tax on the taxable real property in the District, to be levied and collected as provided by law. PROPOSITION NO. 2: ACQUISITION OF SCHOOL BUSES (AND RELATED EQUIPMENT) Shall the following resolution be adopted, to wit: RESOLVED, that the Board of Education of the Oakfield-Alabama Central School District #1, Genesee and Orleans Counties, New York (the "District"), is hereby authorized to purchase school buses and similar vehicles, including equipment, machinery, and apparatus used in connection therewith, for use in the transportation program of the District, at an estimated maximum cost of $443,000, and the sum of $443,000, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of the District and all other eligible legal fund sources; and in anticipation of such tax, bonds or other obligations (including, without limitation, obligations arising under leases, lease/purchase contracts or installment purchase contracts) of the District are hereby authorized to be issued in an aggregate principal amount not to exceed $443,000 and shall be issued or entered into in accordance with applicable provisions of New York State law, and that New York State Transportation Aid funds expected to be received by the District are anticipated to offset a substantial part of such costs, and such funds, to the extent received, shall be applied to offset and reduce the amount of taxes herein authorized to be levied. TAKE FURTHER NOTICE that the election of members of the Board shall be held at the Annual Meeting and Vote to fill three at-large positions on the Board. The three available positions are created by the expiration, on June 30, 2026, of the terms of Natalie Emerson, Jackie Yunker-Davis, and Pete Zeliff. The candidates receiving the highest vote totals shall be elected to a term commencing immediately following the Annual Meeting and Vote and expiring on June 30, 2029. TAKE FURTHER NOTICE that all candidates for the office of member of the Board shall be nominated by petition. Petition forms may be obtained at the office of the District Clerk in the Middle-High School Building during regular office hours Monday through Friday from 8:00 AM until 3:00 PM. Each petition shall be directed to the District Clerk and must be signed by at least 25 qualified voters of the District, shall state the residence of each signer, and shall state the name and residence of the candidate. Each petition must be filed in the office of the District Clerk between the hours of 9:00 AM and 3:00 PM, not later than the thirtieth day preceding the Annual Meeting and Vote, to-wit, no later than 5:00 PM on Monday, April 20, 2026. TAKE FURTHER NOTICE that the appropriation of the necessary funds to meet the estimated expenses of the Haxton Memorial Public Library shall also be voted upon. TAKE FURTHER NOTICE that the election of a Trustee of the Haxton Memorial Public Library Board of Trustees shall be held at the annual school district budget vote to fill one at large position on the Library Board of Trustees. The candidate receiving the highest vote total shall be elected to a five year term commencing on July 1, 2026. Candidate petitions are available at the Haxton Memorial Public Library located at 3 North Pearl Street, Oakfield, NY. TAKE FURTHER NOTICE that early mail and absentee ballots for the Annual Meeting and Vote may be applied for at the office of the District Clerk. A list of all persons to whom early mail and absentee ballots shall have been issued will be available in the office of the District Clerk on each of the five (5) business days prior to the Annual Meeting and Vote. Completed applications must be received by the District Clerk no later than seven (7) days before the election if the ballot is to be mailed to the voter, or no later than the day before the vote if the ballot is to be personally delivered to the voter. Absentee ballots must be received by the District Clerk no later than 5:00 PM prevailing time on May 19, 2026. TAKE FURTHER NOTICE that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 3:00 PM on April 25, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or electronic mail. TAKE FURTHER NOTICE that the qualified voters of the District shall be entitled to vote at the Annual Meeting and Vote. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) a resident within the District for a period of thirty (30) days preceding the Annual Meeting and Vote. The District may require all persons offering to vote at the Annual Meeting and Vote to provide one form of proof of residency pursuant to Education Law §2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may require all persons offering to vote to provide their signature, printed name, and address.
