Resolution to Call for a Public Hearing – Allowing Veterinary Uses in the RR Zone WHEREAS, an applicant to lease space at 45 North Broadway seeks to amend the Zoning Code for permitted uses in the Restricted Retail (RR) Zone, so that it may operate a veterinary use at this location; and WHEREAS, the Planning Board received a petition from the applicant as referred by the Board of Trustees on November 24, 2025; and WHEREAS, after review the Planning Board has recommended a change in the text of the RR Zone to allow Veterinary uses in the RR District, and has eliminated the initially proposed two-hundred foot (200’) buffer from residential buildings, based on such operations at other locations; and WHEREAS, the Planning Board declared itself lead agency and performed the review required under NYS SEQRA, adopting a Negative Declaration on March 23, 2026, finding that there would not be any significant adverse environmental impacts; and WHEREAS, given the above information, the Board of Trustees would like to schedule a public hearing to consider this draft proposed local law, after finding that it is consistent with the Village’s Comprehensive Plan and has received a letter from the Westchester County Planning Board finding that this matter is a matter of local determination in accordance with the Village’s planning and zoning policies. NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Tarrytown hereby schedule a public hearing on a local law to amend the Tarrytown Village Zoning Code to be held on Monday, April 20, 2026, at 7 pm to consider draft Local Law 03-2026 to amend Zoning Code Chapter 305-39 to add Veterinary Clinics as a permitted use within the RR Zone. 12236401
