ERIE COUNTY LEGAL NOTICE NOTICE OF ANNUAL MEETING AND VOTE OF THE WEST SENECA CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that the annual meeting and vote (the “Annual Vote”) of the West Seneca Central School District, Erie County, New York (the “District”), will be held on Tuesday, May 19, 2026, from 7:00 a.m. to 9:00 p.m. at the West Seneca East Senior High School building gymnasium, located at 4760 Seneca Street, West Seneca, New York, for the purpose of voting on the budget for the upcoming (2026-2027) fiscal year, voting on a proposition to authorize the purchase of school buses utilizing existing funds from the District’s Bus Purchase Reserve Fund, voting on a Capital Improvement Project regarding building and facilities improvements and electing three (3) members of the Board of Education of the District (the “Board”). FURTHER NOTICE IS HEREBY GIVEN that a public hearing for the qualified voters of the District on the 2026-2027 budget will be held on Tuesday, May 12, 2026 at 6:00 p.m. at West Elementary, located at 1397 Orchard Park Road, 2 nd Floor Board Room, West Seneca, New York. FURTHER NOTICE IS HEREBY GIVEN the Board will have prepared and completed a detailed statement in writing of the amount of money which will be required during the 2026-2027 fiscal year for school purposes, specifying the several purposes and amount of each. Such statement shall be completed at least seven days before the budget hearing at which it is to be presented and copies thereof shall be prepared and made available, upon request, to residents within the District during the period of seven days before the budget hearing and/or fourteen days immediately preceding the Annual Vote, and may be obtained by any resident at each school house in the District during the hours of 9:00 a.m. to 2:30 p.m. on and after April 30, 2026, excluding Saturdays, Sundays and holidays, and in the District Office. FURTHER NOTICE IS HEREBY GIVEN that an election for members of the Board shall be held to fill three (3) at-large positions on the Board resulting from the expiration, on June 30, 2026, of the terms of Lorene Barulich, Laura Sokol-Scott and Sarah Piwowarczyk. The candidates receiving the three (3) highest vote totals will each be elected to a three (3) year term commencing July 1, 2026 and ending on June 30, 2029. FURTHER NOTICE IS HEREBY GIVEN that all candidates for the office of member of the Board shall be nominated by petition. Each petition shall be directed to the Clerk of the District, shall be signed by at least 45 qualified voters of the District, shall state the residence of each signer, and shall state the name and residence of the candidate. Each petition must be filed in the office of the Clerk of the District between the hours of 9:00 a.m. and 5:00 p.m. not later than Monday, April 20, 2026. FURTHER NOTICE IS HEREBY GIVEN that the voting business to be conducted at the Annual Vote will consist of voting on the following propositions, as well as any other matters as may be lawfully presented at the meeting: PROPOSITION NO. 1 2026-2027 BUDGET Shall the following resolution be adopted? RESOLVED, that the budget for the West Seneca Central School District, Erie County, New York (the “District”) for the fiscal year commencing July 1, 2026 and ending June 30, 2027, as presented by the Board of Education of the District, is hereby approved and adopted, and the funds required therefore are hereby appropriated, and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law. PROPOSITION NO. 2 CAPITAL IMPROVEMENTS PROJECT, 2026 Shall the following resolution be adopted? RESOLVED, that the Board of Education (the “Board”) of the West Seneca Central School District, Erie County, New York (the “District”), is hereby authorized to undertake the first component of a proposed capital improvements project consisting of the reconstruction, rehabilitation and renovation, in part, and the construction of improvements, additions and upgrades to various District buildings and facilities and the sites thereof (collectively, the “Project”) to implement various health, safety, accessibility and Code compliance measures required by the State Education Department in connection with any significant capital project and various other measures generally described in (but not to be limited by) the project plan that has been prepared by the District with the assistance of Young + Wright Architectural (the “Engineer”)and which is available for public inspection in the offices of the District Clerk (the “Proposition Project Plan”), such work being expected to include, without limitation and to the extent as and where required, the elements described herein. The proposed renovations include renovating and enlarging the cafeteria and converting offices to classrooms at West Elementary School (“West ES”), classroom storage at Clinton Elementary School (“Clinton ES”) and Winchester-Potters Elementary School (“Winchester-Potters ES”), and main office renovations and music space development at Northwood Elementary School (“Northwood ES”). School space conversions include work at the East Middle School (“EMS”) involving converting the pool and modifying locker rooms to create a Science, Technology Engineering, Arts, and Mathematics (“STEAM”) interdisciplinary learning space, relocating the library, and converting technology rooms to a music suite. Other space renovations may include converting the West Middle School (“WMS”) pool to a STEAM space and renovating technology rooms to general instructional spaces. Further improvements include upgrades to East MS select flooring, West MS boiler plant improvements, and cooling select areas of East MS. Proposed upgrades at many of the schools include exterior and interior doors, fire alarm systems, and miscellaneous plumbing equipment. Other maintenance renovations may include West Seneca East Senior High School (“East HS”) and West Seneca West Senior High School (West HS”) restrooms, roof improvements at Winchester Academy and Bus Garage, West ES elevator improvements, and masonry work at select schools. Other building system upgrades may include mechanical and electrical improvements such as upgrades to the West HS air handling units, Allendale Elementary School (“Allendale ES”) generator, and high voltage wiring at West HS; and plumbing improvements such as East HS hot water heater, pool equipment at both the high schools, and hydrants at select sites. Other improvements may include upgrading stairs, walls, and floors at West ES and mitigating water infiltration in the Allendale ES boiler room. Proposed site work includes Winchester-Potters ES, Clinton ES, and Northwood ES playground upgrades including equipment and fencing improvements, Northwood ES play courts, and repurposing Allendale ES and West ES tennis courts to pickleball and 4-square courts. Pavement work may include drop-off loops at Clinton ES and Winchester-Potters ES, reconfiguring parking lot circulation at Allendale ES and West ES including pavement, sealing, and striping, and various sidewalks and parking areas. Site work may also include new natural grass baseball/softball fields at East HS including dugouts, fencing, backstops, scoreboards, pavement, sidewalks and drainage. The foregoing components of the Project (or so much thereof as can be accomplished within the overall budget for the Project, once the construction bids are received) are to be undertaken at an estimated maximum cost of $80,158,847, and will include the purchase of original furnishings, equipment, machinery and apparatus required in connection with the purposes for which such buildings, facilities and sites are used, and all ancillary or related work required in connection therewith, and the Board is authorized to expend therefor, including for preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated maximum cost of $80,158,847, provided that the detailed costs of the components of the Proposition Plan may be reallocated among such components, or such components may be deleted, revised or supplemented if (1) the Board shall determine that such reallocation, deletion, revision or supplementation is in the best interests of the District, (2) the aggregate amount to be expended for the Project shall not exceed $80.158,847 and (3) no material change shall be made in the overall scope and nature of the Project; and be it further RESOLVED, that the Board is hereby authorized to expend or apply toward the Project, during the current fiscal year of the district, the amount of $4,000,000 from the District’s Capital Reserve Fund, that was established in May of 2021 and $1,200,000 of available District funds; and be if further RESOLVED, that a tax is hereby voted to finance the balance of the estimated maximum cost of the Proje
