NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION WILSON CENTRAL SCHOOL DISTRICT COUNTY OF NIAGARA, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing on the proposed 2026-2027 budget for the Wilson Central School District, Niagara County, Wilson, New York (the “District”), will be held in the High School Building in the District, located at 374-380 Lake Street, Wilson, NY, on Tuesday, May 12, 2026, at 6:30 p.m. prevailing time. AND FURTHER NOTICE IS HEREBY GIVEN, that the annual meeting and vote of the qualified voters of the District will be held at the Zipp Gym foyer located in the High School Building in the District at 374-380 Lake Street, Wilson, NY on Tuesday, May 19, 2026, between the hours of 10:00 a.m. and 8:00 p.m., prevailing time. Voting will be by paper ballot to elect three (3) members of the Board of Education and to consider the following proposition, in addition to any other propositions authorized to be voted upon by law and the rules of the Board of Education: PROPOSITION NO. 1 PROPOSED 2026-2027 BUDGET Shall the following resolution be adopted? RESOLVED, that the annual budget of the Wilson Central School District, Niagara County, New York (the “District”) for the fiscal year commencing July 1, 2026, and ending June 30, 2027, as presented by the Board of Education, is hereby approved and adopted and the required funds therefore are hereby appropriated and the necessary real property taxes required shall be raised by taxation on the taxable property of the District as required by law. PROPOSITION NO. 2 PURCHASE OF EQUIPMENT FOR USE BY THE DISTRICT (USING MONIES ALREADY ON HAND IN THE DISTRICT?S TECHNOLOGY EQUIPMENT RESERVE FUND, 2025) Shall the following resolution be adopted? RESOLVED, that the Board of Education of the Wilson Central School District, Niagara County, New York (the “District”) be, and it hereby is, authorized to purchase technology equipment at a maximum estimated cost of $45,000 for use by the District, utilizing $45,000 from funds currently on hand in the District's Technology Equipment Reserve Fund, 2025. AND FURTHER NOTICE IS HEREBY GIVEN that an election for members of the Board shall be held to fill three (3) positions on the Board, each for a three (3) year term commencing July 1, 2026, and expiring on June 30, 2029, resulting from the expiration on June 30, 2026, of the terms of Timothy Kropp, R.J. Seager, and Nathan Wass. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed in the Office of the District Clerk during regular business hours, but not later than 5:00 p.m. on Monday, April 20, 2026. Each petition shall be directed to the District Clerk and shall be signed by at least twenty-five (25) voters of the District or at least 2% of the number of voters who voted in the 2025 annual election. Each petition must state the residence of each signer and the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that applications for early mail and absentee ballots may be obtained between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, except holidays. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. Early mail and absentee ballots must be received in the Office of the District Clerk no later than 5:00 p.m., prevailing time, on the day of the election. A list of all persons to whom early mail and absentee ballots shall have been issued will be available for inspection to qualified voters of the District in the office of the District Clerk on and after May 13, 2026, between the hours of 8:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election and on May 19, 2026, the day set for the annual election. AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or electronic mail. AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the District shall be entitled to vote at said annual vote and election. A qualified voter is a person who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3) a resident within the School District for a period of thirty (30) days preceding the annual vote and election who is not otherwise prohibited from voting. The District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may also require all persons offering to vote to provide their signature, printed name, and address. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with Education Law 2035, any referenda or propositions to amend the budget, otherwise to be submitted for voting at said election, must be filed with the Wilson Central School District Board of Education at the Board of Education office on or before April 20, 2026 at 5:00 p.m. prevailing time; must be typed or printed in English, must be directed to the Clerk of the School District and signed by at least twenty-five (25) qualified voters of the District or 5% of the number of voters who voted in the previous annual election, whichever is greater, and must state the name and residence of each signer. However, the School Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine or any proposition which fails to include a specific appropriation where the expenditure of monies is required by the proposition. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District at any District schoolhouse and the Office of the District Clerk, between the hours of 8:00 a.m. and 4:00 p.m. prevailing time, on each day other than a Saturday, Sunday or holiday during the fourteen (14) days preceding the date of the annual meeting and election and on the day of the election. AND FURTHER NOTICE IS HEREBY GIVEN that the District continues to closely monitor all current and future legal developments as they pertain to District elections and budget votes. All District residents are encouraged to closely monitor the District's website at www.wilsoncsd.org for the most up-to-date information concerning the District's annual vote.
