ORLEANS COUNTY ADVERTISEMENT FOR BID ADVERTISEMENT FOR BIDS Orleans County, New York will receive sealed Bids for the 4BNY95 - Culvert Replacement Project CR 79 - Eagle Harbor-Knowlesville Road over Tributary to Oak Orchard Creek in Orleans County, New York. Bids will be received until and publicly opened and read at the following place and time: PLACE: Orleans County Legislature Office 14016 State Route 31 West, Suite 201 Albion, New York 14411 DATE: Monday, March 30th, 2026 TIME: 2:00 PM Sealed bids may be mailed (return receipt requested) to the following address: Orleans County Legislature, 14016 Route 31 West, Suite 201, Albion, NY 14411. The work to be performed consists principally of the furnishing of all labor and materials for: > Removal of the existing concrete culvert, and replacement with a 4-sided single span precast concrete box unit structure supported on a gravel foundation, and associated highway approach work and stream work. The project also includes the relocation of approximately 60LF of water main. Coordination with the water departments for the Town of Gaines and Albion will be necessary. Construction will be on the existing alignment with a signed off-site detour to maintain traffic during construction. The forgoing is a general outline of work only and shall not be construed as a complete description of the work to be performed under the Contract. On or after March 5, 2026, copies of the Contract Documents may be obtained at the following location upon payment of $25.00 (by non-refundable check, made payable to Orleans County Department of Public Works) for each set of documents requested: > Orleans County Department of Public Works 225 West Academy Street Albion, New York 14411 Contract Documents will be e-mailed to prospective bidders. Contract Documents will not be emailed until the aforementioned $25.00 payment is received by the County. Only those who have purchased Contract Documents directly from Orleans County will be provided addenda and will be allowed to submit a bid. The project duration is 120 days from Notice to Proceed. The Contractor will have the option of a Notice to Proceed for the 2026 OR 2027 construction seasons. Bid envelope must have project name, bid date and bid time on envelope. Bids must be made in writing on the forms furnished and shall be accompanied by a bid guaranty for an amount not less than five percent (5%) of the amount bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds and provide insurance in accordance with the Instructions to Bidders. All bids must be accompanied by a Non-Collusion Statement in order to be considered. Orleans County is an Equal Opportunity/Affirmative Action employer. As a State funded project, there is no DBE goal for this project. The SDVOB goal for this project is 6%. The MBE and WBE goals for this project are 8% and 7%, respectively. The EEO Employment goals for this project are 5.9% Minority Employment Goal and 6.9% Women Employment Goal. The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required.
