ADVERTISEMENT FOR BID
LIVINGSTON COUNTY INDUSTRIAL DEVELOPMENT AGENCY (LCIDA)
COUNTY OF LIVINGSTON, STATE OF NEW YORK
GATEWAY ROAD
Sealed Bids for the construction of the Livingston County Industrial Development Agency (LCIDA) Gateway Road will be received, by the Livingston County Industrial Development Agency, at the office of the Livingston County Industrial Development Agency (LCIDA), 6 Court Street, Room 306, Geneseo, NY 14454, until 1:00 p.m. local time on April 24, 2026, at which time the Bids received will be publicly opened in Room 303B and read aloud.
This project involves the construction of approximately 2,000 linear feet of new access roadway including roadside swales and a new stormwater management facility for the Gateway Park located along Bronson Hill Road (CR 62) in the Town of Livonia, New York.
Bids will be received for a single prime Contract. Bids shall be on a unit price and lump sum basis, as indicated in the Bid Form.

Electronic copies of the Bidding Documents may be downloaded from the designated website by paying a non-refundable fee of $100.00. While Bidding Documents can be obtained from a source other than the designated website in either electronic or paper format, only Bidders that have obtained Bidding Documents from the designated website can submit a bid. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit fee of $100.00 for each set. The deposit check should be payable to CPL and must be sent to CPL, 255 Woodcliff Drive, Suite 200, Fairport, NY 14450. Potential Bidders must also upload a scan of the check to the designated website. Anyone requesting a hard copy of the bidding documents will also be required to pay for all packaging and shipping fees. Bidders who return full sets of the Bidding Documents to Biddy in good condition within 30 days after receipt of Bids will receive a full refund.
A pre-bid conference will not be held.
Only written Requests For Information (RFI) will be accepted. RFI's will be accepted until 4:00 p.m. (Local Time) on April 17, 2026, at the office of the Engineer to the attention of Thomas Bock via email: tbock@CPLteam.com. If necessary, an Addendum will be issued by 12:00 p.m. (Local Time) on April 20, 2026, from the office of the Engineer.
Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted.
This Contract is partially funded by Empire State Development (ESD). The ESD has established an overall goal of 30% for Minority Women-Owned Business Enterprise (M/WBE) participation. All M/WBEs utilized must be in the NY State Certified MWBE directory found at the following internet address: https://ny.newnycontracts.com. If Contractor is unable to meet the 30% goal, Contractor is required to document "good faith efforts” to provide meaningful participation of WMBES as subcontractors or suppliers in the performance of this Contract.
After the Contract has been awarded and before the Agreement can be executed, the Contractor will be required to submit all such documentation including copies of executed Agreements with subcontractors and/or suppliers, as well as "good faith efforts."
Minority and Women's Business Enterprises are encouraged to apply. Contract Award will also emphasize MWBE participation in accordance with New York State Executive Law Article 15-A and 5 NYCRR Parts 142-144 ("MWBE Regulations").
Bidders on this work will be required to comply with the President's Executive Order Nos. 11,246 and 11,375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations.
Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.
Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents.
Sales and Use of Tax Exemptions: The LCIDA is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the LCIDA pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the LCIDA pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid.
All Bids must be accompanied by the contractor's Certificate of Registration.
All bids shall be binding for a period of sixty (60) days after the bid opening date. The LCIDA reserves the right to reject any and all bids and to waive any informalities therein.
