PUBLIC NOTICE
The Bay County Planning Commission will hold a Public Hearing in accordance with Section 206 of the Land Development Regulations in order to consider the following described ordinances to amend the Bay County Future Land Use Map, the Bay County Comprehensive Plan, the Bay County Land Development Regulations, and the Bay County Zoning Map. The hearing will be held on February 17, 2026 at 1:30 PM at the Bay County Government Center, 840 West 11 th Street, Panama City. All interested persons are invited to attend and to present verbal or written statements. To ensure written comments are provided to the Commissioners in a timely manner, comments are encouraged to be received in our office by 4:00 PM, February 13, 2026. Any and all comments received before the hearing will be forwarded to the Commissioners.
The ordinances may be inspected by the public during normal working hours (M-F, 8:00-5:00) at the Bay County Community Development Department, Planning and Zoning Division (850-248-8250), 840 West 11 th Street, Room 2350, Panama City, FL 32401. Written statements may also be mailed to this address in advance of the meeting in order to be considered at the meeting. Written statements can also be e-mailed to planning@baycountyfl.gov.
Any person wishing to appeal any decision made by the Bay County Board of County Commissioners concerning these ordinances will need a record of the proceedings resulting from this public hearing for that purpose, such person may need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal is to be based. Additionally, any person wishing to seek review of any decision made regarding this amendment will need to acquire standing. In order to have standing to request a formal administrative hearing challenging a plan amendment, persons must have submitted oral or written comments, recommendations, or objections to Bay County during public hearing.
Bay County adheres to the Americans with Disabilities Act and will make reasonable modifications for access to this meeting upon request. Please call the Planning Division to make a request of this nature. Requests must be received at least 48 hours in advance of the meeting in order to allow time to provide the requested service.
Item #1: The Commission to conduct a quasi-judicial public hearing (PLDPA20260002 & PLZCA20260001) to consider a request to change the Future Land Use Designation of 2.3 acres from Residential to Neighborhood Commercial, and to change the zoning from R-1, Single-Family to C-1, Neighborhood Commercial. Property is located at 31 W. Baldwin Road, in the unincorporated Panama City area.
Item #2: The Commission to conduct a legislative public hearing (PLLPTA20260013) to consider a request to amend Chapter 12 Bay-Walton Sector Plan of the Bay County Comprehensive Plan. The revision proposes to increase the residential density within the Low-Impact Residential Future Land Use Category.
Item #3: The Commission to conduct a legislative public hearing (PLLDR20260015) to consider a request to amend Chapter 16 Bay-Walton Sector Plan Zones of the Bay County Land Development Regulations. The revision proposes to increase the residential density within the LIR, Low Impact Residential zoning designation.
Item #4: The Commission to conduct a quasi-judicial public hearing (PLCUP20260017) to consider a request to allow a construction trade related business be located on a property with an R-2, Single-Family and Duplex Dwellings zoning designation. Property is located at 1007 E. 26 th Street, in the unincorporated Panama City area.
Item #5: The Commission to conduct a legislative public hearing (PLLPTA20260019) to consider a request to revise Chapter 3 Future Land Use Element of the Bay County Comprehensive Plan. The revision proposes to revise the requirements of the Bay Point Development of Regional Impact.
Item #6: The Commission to conduct a legislative public hearing (PLLDR20260020) to consider a request to revise Chapter 10 Special Treatment Zones of the Bay County Land Development Regulations. The revision proposes to revise the requirements of the Bay Point Development of Regional Impact.
