NOTICE OF PROPOSED
CHANGE OF ZONING
NOTICE IS HEREBY GIVEN THAT the Planning and Land Development Regulation Commission of Volusia County, Florida, will hold a Public Hearing on Thursday, February 19, 2026, commencing at 9:00 a.m. in the Frank T. Bruno, Jr., County Council Chambers of the Thomas C. Kelly Administration Center, 123 West Indiana Avenue, Room 204, DeLand, Florida. Recommendations of the aforementioned Commission will be forwarded for final action to the County Council of Volusia County, Florida. The proposed resolution is entitled:
RESOLUTION 2026-XX
A RESOLUTION OF THE COUNTY COUNCIL OF VOLUSIA COUNTY, FLORIDA, APPROVING PUD-24-010 AND AMENDING THE OFFICIAL ZONING MAP OF VOLUSIA COUNTY, FLORIDA, BY CHANGING THE ZONING CLASSIFICATION OF CERTAIN HEREIN DESCRIBED PROPERTY FROM THE RESOURCE CORRIDOR (RC) ZONING CLASSIFICATION TO A PLANNED UNIT DEVELOPMENT (PUD) ZONING CLASSIFICATION; PROVIDING FOR AN EFFECTIVE DATE.
This resolution is being considered pursuant to an application #PUD-24-010 filed by Application of Mark A. Watts, Esq., Cobb Cole, Attorneys at Law, agent for Mad Dog Land Holdings, LLC, owner, requesting a rezoning from Resource Corridor (RC) zoning classification to a Planned Unit Development (PUD) zoning classification. The property is located at 1620 Lake Harney Road, Osteen; Parcel Numbers: 0304-00-00-0050; 0304-00-00-0020, and 0304-00-00-0060; +/- 67.9 acres. The application(s) may be inspected by the public at the GROWTH AND RESOURCE MANAGEMENT DEPARTMENT, 2ND FLOOR, THOMAS C. KELLY ADMINISTRATION CENTER, 123 WEST INDIANA AVENUE, DELAND, FLORIDA. Interested parties may appear at the hearing and be heard. This hearing may be continued to one or more dates. The dates, times, and places of any continuation of the above scheduled public hearing will be announced at said public hearing and no further notice regarding said continuation is required to be published. If anyone decides to appeal any decision made by the Volusia County Planning and Land Development Regulation Commission with respect to any matter considered at this hearing, he or she will need a record of the proceedings, including all testimony and evidence, upon which the appeal is to be based. To that end, such person will want to ensure that verbatim record of the proceedings is made. In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the County of Volusia (County) will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities. Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the County, should contact the office of the Countys ADA Coordinator, James Corbett, at (386) 248-1760 as soon as possible but no later than two business days before the scheduled event or meeting. This paragraph shall likewise apply to written requests by a physically handicapped person needing a special accommodation to attend a public meeting in accordance with section 286.26, Florida Statutes. A copy of the Countys Notice under the Americans with Disabilities Act (Title II) can be obtained at www.volusia.org/ada or requested from the Countys ADA Title II Coordinator at the telephone number listed above.
