CITY OF CORTLAND2026 ASPHALT IMPROVEMENTS Part 1: Sawmill Dr, Sawmill Ct, Southdale Blvd, Topaz Trl, Gemwae Dr in their entirety, and portions of Wae Trl (Terre Hill Dr to Corriedale Dr), Diamond Way (Topaz Tr to Gemwae Dr), Greenbriar Dr (Sawmill Dr to Gemwae Dr), and Bayview Dr (Topaz Tr to Delbert St)Part 2: Portal Dr and Maplewood Dr NOTICE TO BIDDERS Sealed proposals will be received at the City Administration Building, Council Chambers, 400 North High Street, Cortland, Ohio until 11:00 A.M. on Wednesday, March 25, 2026, for the 2026 City of Cortland Asphalt Improvements. Bids will be publicly opened and read aloud immediately hereafter. Plans, specifications, and bidding forms can be obtained at the City Administration Building, 400 North High Street, Cortland, Ohio, 44410, for a non-refundable fee of twenty dollars ($20.00), plus postage and handling, if applicable, for each set of Contract Documents. Cash or check payable to the City of Cortland will only be accepted. Each proposal shall contain the full name and address of the party or parties making the proposal and all persons interested therein, and shall be accompanied by either a Proposal Bond signed by a Surety Company authorized to do business in the State of Ohio in the sum of one hundred percent (100%) of the amount bid, or by a certified check, cashier’s check or letter of credit revocable only by the City of Cortland equal to ten percent (10%) of the amount bid, as a guarantee that if the bid is accepted, a contract will be entered into and the performance of it properly secured by a performance and payment bond in the amount of one hundred percent (100%) of the contract in accordance with the provisions of Ohio Revised Code Section 153.54. No proposal will be entertained unless made on the Contract Documents obtained from the city and with an attached bond document. Attention is called to the fact that the successful bidder will be required to conform to all provisions of the Prevailing Wage Act of the State of Ohio, Ohio Revised Code Sections 4115.04 and 4115.05. Attention is also called to the fact that a non-collusion affidavit must be signed by the bidder and that the successful bidder must sign a statement concerning Personal Property Taxes in accordance with Ohio Revised Code Section 5719.042. The City reserves the right to reject any and all proposals, to waive any informalities or irregulars in the bid received, and to accept any proposal deemed most favorable to the City at the time and under the conditions stipulated. Award will be made to the “lowest and best bidder” in accordance with the provisions of the Award of Contract. No bidder may withdraw his bid for a period of sixty (60) days after the time of opening bids.
