Sealed bids for the furnishing of all labor, material, and equipment necessary for and incidental to the new building and site improvements for Mecca Town Hall & Childcare Center, 6100 State Route 46, Cortland, OH 44410 in accordance with the project specifications, bids will be received by Phillips | Sekanick Architects, inc., at their office located at 142 East Market Street, Warren, OH 44481, until 12:00 p.m. Warren, Ohio time, on the 3rd day of April, 4/3/2026 and shall be opened and read on the same day thereafter.Bids shall be submitted in a sealed envelope clearly indicating on the outside, "Mecca Town Hall & Childcare Center." The name and address of the person or business submitting the proposal shall also be indicated on the envelope along with the time and date of bid opening. Copies of the bid documents are on file in the office of Phillips | Sekanick Architects, inc., where they may be examined. Bid packages may be obtained with prior notice at Phillips | Sekanick Architects, inc. 142 East Market Street, Warren, OH 44481, phone: 234-830-2025. Responsible contractors who qualify may obtain hard copy bid documents upon deposit of a $200.00 deposit per set, made payable to Phillips | Sekanick Architects, inc. Deposits are non-refundable. Proposals must be made on the Proposal Blank prescribed in the Proposal Package. Bid Packages may also be obtained electronically from the Architect at no charge.Bids will be received for the following trades: This project incorporates a single-prime bidding process. The following bids will be received: General Construction Each bid shall contain the full name and address of each person or company submitting the same and all parties interested therein and shall be accompanied by a Bid Guaranty in the form of either:1. A bond in accordance with Division B of Section 153.54, Ohio Revised Code for the full amount of the bid, or;2. A certified check, cashier's check, or letter of credit pursuant to Chapter 1305, Ohio Revised Code, in accordance with Division C of Section 153.54, Ohio Revised Code equal to ten (10%) percent of the bid. The amount of the bid for said guaranty purposes shall include all additive and deductive alternates. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the opening, a proper contract shall be executed, and that upon failure or refusal to enter into said contract within then (10) days after receipt of notification of award, the bidder and the surety on any bond shall be liable to Mecca Township Trustees in an amount not to exceed ten (10%) percent of the bid. However, the bond/checks of all unsuccessful bidders will be returned immediately upon award of the contract or the rejection of all bids.Bidder is to take notice that the form of bond must meet the requirements of Ohio Revised Code Sections 153.54 to 153.57.All bids must be signed in ink. Facsimile or electronic transmissions are not permitted.The Architects statement of Probable Costs is included in the Project Manual and Specifications. A non-mandatory Pre-Bid Conference will be held at the project site, 6100 State Route 46, Cortland, OH 44410, on Tuesday, March 24, 2026 at 2:00 p.m. Warren, Ohio time.Bids of corporations not chartered in Ohio must be accompanied by proper certifications that such Corporation is authorized to do work in the state of Ohio.Attention is also directed to the requirement that each bid must be accompanied by a Non- Collusion Affidavit duly signed by the bidder, and a Personal Property Delinquent Tax Affidavit duly signed by the bidder - required by Section 5719.042 of the Ohio Revised Code - thereof. No payment shall be made on any Contract for which no such affidavit has been submitted.Mecca Township Trustees reserves the right to reject any or all bids submitted and to waive any informalities or irregularities in any bid received, and to determine the lowest, lowest, responsive, and responsible best bid in accordance with the methods and criteria in the bidding documents. No Bids may be withdrawn for a period of at least sixty (60) days after the opening thereof.Work shall not begin prior to the authorization in writing by the Architect. The work is to begin upon issuance of the Notice to Proceed and is to be completed within one hundred and twenty (120) consecutive calendar days.
