DARKE COUNTY BOARD OF COMMISSIONERS VILLAGE OF NEW WESTON, OHIO - 2026 STREET IMPROVEMENTS ADVERTISEMENT FOR BIDS Sealed bids will be received by the Darke County Board of Commissioners (Contracting Authority) on behalf of the Village of New Weston, Ohio (Owner) for furnishing all labor, materials, and equipment necessary to complete the project known as New Weston 2026 Street Improvements. The work for which proposals are invited consists of pavement planning and street resurfacing in various locations within the Village. Bids will be received at the Darke County Administration Building located at 520 South Broadway, Greenville, Ohio 45331 until 1:00 PM (local time) on Thursday, March 12, 2026. Bids will then be opened at 1:30 PM (local time) and publicly read aloud during the regular session of the County Commissioners. Bids received after 1:00 PM will be returned unopened. The Contract Documents including Specifications and Plans may be examined or obtained in an electronic version from the Darke County Community Development Office (937-547-7368). The Owner will not be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the County. Proposals will only be accepted from bidders who have received the Contract Documents from the County and are registered as a planholder. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance & Payment Bond in the amount of 100% of the Bid. Each Proposal must contain the full name of the party or parties submitting the Proposal and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. The Owner intends and requires that the project be completed no later than July 31, 2026. All contractors and sub-contractors involved with the project will, to the extent practicable, shall use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Attention of bidders is called to the requirements contained in this bid packet, particularly to the Federal Davis-Bacon prevailing wage rates, encouragement of Disadvantaged Business Enterprises (DBE) utilization, various insurance requirements, various equal employment opportunity provisions, and Section 3 Requirements. The Darke County Commissioners and the Village of New Weston both reserve the right to reject each and every bid and to waive informalities, irregularities and errors in the bidding to the extent permitted by law.
