Sealed bids will be received until 2:00 p.m. (local time), Thursday, May 28, 2026, and then publicly opened and read in the Airport Authority conference room, 2460 Greentree Rd Ste 12, Lebanon, OH 45036, for furnishing all labor, materials and equipment, and performing all work necessary for CONSTRUCT APRON AND TAXIWAY at the Warren County Airport.

Work items include drainage improvements, earthwork, asphalt paving, concrete paving, taxiway lighting, and airfield pavement markings.

Each Bid must be accompanied by a Bid Security pursuant to Chapter 1305 of the Ohio Revised Code, in the amount stated and payable to the order of the Owner. The Bid security shall be in the form of either

A.  A Bid Bond for the full amount of the Bid issued by a surety licensed to do business in the State of Ohio, or

B.  A certified check, cashier's check or letter of credit.  Letter of credit shall be revocable only at the option of the Owner.  The amount of the certified check, cashier's check, or letter of credit shall be equal to ten (10%) percent of the bid.

Bids may be held by the Warren County Airport Authority for a period not to exceed 90 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.

The right is reserved, as the Warren County Airport Authority may require, to reject any and all bids and to waive any informality or irregularity in the bids received.

The requirements of 49 CFR Part 26, Regulations of the U.S. Department of Transportation, apply to this contract. It is the policy of the Warren County Airport Authority to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. A DBE contract goal of 0% has been established for this contract.

This project is subject to the requirements of the Davis-Bacon Act as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the US Department of Labor.

Award of contract is also subject to the following Federal provisions:

Government-wide Debarment and Suspension.
Foreign Trade Restriction – 49 CFR Part 30.
Buy American Preferences – Aviation Safety and Capacity Act of 1990.
Affirmative Action – 41 CFR Part 60-4.
Government-wide Drug-free Workplace.
