PUBLIC ANNOUNCMENT MAHONING VALLEY SANITARY DISTRICTFOUR MILE RUN ROAD TRANSMISSION REPLACEMENT PROJECT (PHASE V)REQUEST FOR STATEMENTS OF QUALIFICATIONS(CONTRACT # G-153) The Mahoning Valley Sanitary (MVSD) is requesting statement of qualifications from professional engineering firms to provide construction administration and management (CA) services for the Four Mile Run Road Water Transmission Replacement Project. Project BackgroundThe project consists of replacement of approximately 1,560 linear feet of 36-inch Westerly Youngstown Transmission Main on Four Mile Run Road between Lanterman Road and Central Avenue in Austintown Township, Mahoning County, Ohio Scope of ServicesServices shall be performed in accordance with applicable ODOT Construction & Material Specifications (C&MS) and standard CE/CI practices A. Construction AdministrationReview shop drawings, submittals, and RFIsConduct pre-construction and progress meetingsReview and recommend approval of pay estimateMaintain project recordsB. Construction InspectionProvide full-time and/or part-time inspection as requiredVerify materials, quantities, and installation per plans/specsPrepare daily inspection reports and photo documentationC. Documentation and ComplianceMaintain accurate records of quantities (force account where applicable)Track change orders and field directivesD. Project CloseoutReview record drawingsDevelop punch list and verify completionFinal quantities and project close-out documentation Requirements for Statement of Qualifications (SOQ)SOQ shall be limited to ten (10) 8½" x 11" single sided pages plus two (2) pages for the Project Approach.Statements of Qualifications should include information regarding the firm's history, the technical expertise of the firm; the education and experience of the key technical personnel, the firm's experience in managing similar size projects only; availability of staff; current references; hourly rates; and overhead and profit and costs.Provide a description of your project approach, not to exceed two pages. Confirm that the firm has visited the site and address your firm's understanding of the project scope, risks, constructability and coordination approach.Statement of Qualifications that are incomplete or fail to follow the instructions for the information requested within this notice will not be considered.Firms interested in being considered for selection should respond by submitting Four (4) copies of the SOQ to the following address no later than 3:00 PM on Tuesday, April 28, 2026.The Mahoning Valley Sanitary District, 1181 Ohltown-McDonald Road, Mineral Ridge, Ohio 44440 or P.O. Box 4119, Youngstown, Ohio 44515.Statements received after the deadline will not be considered. Responding firms shall be selected in accordance with ORC 153.65-71.
