Request for Proposals (RFP) for Emergency Solutions Grant (ESG) Program-Homelessness Prevention, Shelter, and Housing Stability Services The City of Springfield, Ohio, will receive electronic proposals for RFP #26-24 for Emergency Solutions Grant (ESG) Program. Proposals must be submitted before 4:00 PM (local time) on May 13, 2026. The RFP is available through Bid Express at: https://www.bidexpress.com/businesses/56536/home. Free registration with Bid Express will allow a bidder to review and print all projects. A digital ID will be required to submit an electronic proposal. The digital ID can be set up through Bid Express. Please note that it can take up to seven (7) days to receive the digital ID. Proposals will only be accepted by submitting through the Bid Express website. City of Springfield contact: Megan Watson mwatson@springfieldohio.gov.The City reserves the right to reject any and all proposals and to waive any defect in a proposal which does not materially alter the contract documents.
