Mahoning County is eligible for funding through the Ohio Department of Development under the FY 2026 Community Development Block Grant (CDBG) Program. The County will receive funding from the CDBG Community Development program. The Community Development Grant amount has yet to be determined by the Ohio Department of Development but is estimated to be $672,000 based on previous awards. The County is also eligible to compete for competitive funding under the Critical Infrastructure, Target of Opportunity, Neighborhood Revitalization Programs, Residential Public Infrastructure, and Economic Development Loan and Public Infrastructure. The estimated maximum amount available under these programs is $500,000 for Critical Infrastructure and Economic Development Loan and Public Infrastructure and $750,000 for Neighborhood Revitalization and Residential Public Infrastructure. The Target of Opportunity grant ceiling varies based on statewide need and availability of funds. The County is eligible to apply for the Community Housing Improvement Program (CHIP) under a partnership agreement with the Cities of Campbell and Struthers. The maximum CHIP award is $400,000 for the County and $300,000 each for the cities. Eligible CDBG activities can include roadway reconstruction, utility improvements, drainage improvements, sidewalk improvements, economic development projects, housing repair, and other related activities. All activities must primarily benefit low and moderate-income persons or eliminate conditions of slums and blight. The County CDBG Program does not include activities that are located within the City of Youngstown.
