LEGAL NOTICE The following are summaries of ordinances adopted by Canton City Council on Feb. 23, 2026. The complete text of the ordinances may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non-holiday weekdays from 8:00 a.m. to 4:30 p.m. Ordinance No. 23/2026 Council determines that it is in the best interests of the city and its inhabitants to require territories receiving municipal utilities, including, but not limited to, sewer and water, to be annexed within the corporate limits of the city as a condition of said services, subject to any existing JEDD, CEDA, or Annexation Agreements in place at the time of request for utilities. The Service Director may issue a waiver of the annexation requirement; however, Council must be notified of any waiver and may deny it by two-thirds vote of all Council Members. Chapter 955, Water Commission of the Canton Codified Ordinances is amended to add a new section to reflect this. Council determines said annexation requirement in exchange for municipal utility services outside the municipal boundaries is in the best interest for the City and its inhabitants and is a valid exercise of its police power for the health, safety, and welfare of its citizens. The Mayor or Service Director is authorized to enter into all necessary agreements. Council finds that all formal actions of this Council concerning and relating to the passage of this Ordinance were taken in an open meeting of this Council and that all deliberations of this Council that resulted in those formal actions were in meetings open to the public in compliance with the law. Adopted as an emergency. Ordinance No. 24/2026 The Law Director is authorized to enter into two-year contracts with East Canton, East Sparta, Hartville, Louisville, Magnolia, North Canton and Waynesburg for the period Jan. 1, 2026 through Dec. 31, 2027, for the City Prosecutor's Office to provide legal representation for criminal matters within the jurisdiction of the Canton Municipal Court. Adopted as an emergency. Ordinance No. 25/2026 The Mayor or Service Director is authorized to: enter into one or more professional services contracts for the preliminary design of the US 62 & Harmont Intersection Improvements Project-GP 1417 and enter into one or more contracts for this Project utilizing any procurement process authorized by law. The Auditor is authorized to pay all moral obligations for contract change orders that are otherwise approved by the Board of Control pursuant to Canton Codified Ordinance 105.14 within the established dollar amount thresholds for the Project. Appropriation Ord. No. 243/2025 is amended by making the appropriation transfer of $200,000 from 2182 Engineering – Admin to US/62 Harmont Intersect GP 1417 – Other. Adopted as an emergency.
