INVITATION FOR BIDS The Franklin County Housing Authority (FCHA) is receiving sealed bids for the completion of: Contract No. FCHA-2026-03-BCIP Basketball Court Improvement Project Meadow Creek Manor Housing Complex Chambersburg, PA until 11:00 AM on Friday May 1st, 2026. Sealed bids must be submitted to the Franklin County Housing Authority's main office, located at 436 West Washington Street, Chambersburg, PA 17201 at which time and place all bids will be publicly opened and read aloud. The project generally consists of the following…. a) Asphalt overlay of court area, re-lining of basketball court, replacement of backboards & rims, creation of concrete area, as well as supply, delivery and installation of trash can, bike rack, and benches. Contract documents, drawings, and specifications are on file at both Franklin County Housing Authority offices, 436 West Washington Street, Chambersburg, PA 17201 and 202 Elder Avenue, Waynesboro, PA 17268. Official copies of the Bid Package will be provided electronically. The official Bid Package must be obtained through the office identified below, by emailing HTEnv@outlook.com and identifying “FCHA – Basketball Court Improvement Project” within the subject line. Sealed bids submitted using anything other than the official Bid Package will be rejected and returned. High Tide Environmental, LLC HTEnv@outlook.com 717-414-0229 Attention is called to the provisions of equal employment opportunity and payment not less than federal wage rates as set forth in the specifications. The work performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development (HUD) Act of 1968. The purpose of Section 3 is to ensure that employment and economic opportunities generated by projects funded by HUD shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly those who live in housing that is developed and/or otherwise assisted with HUD funding. Each bid must be accompanied by a bid guarantee in an amount equal to five (5%) percent of the amount of the bid price. Bid bonds may be issued by a Surety authorized to do business in the Commonwealth, or a certified good faith check drawn upon a bank authorized to do business in the Commonwealth. In the event that any bidder shall, upon award of the contract to it, fail to honor its bid and sign and return the contract and the other required documents, the good faith deposit provided for herein or the bond shall be forfeited to the Owner as liquidated damages. The successful bidder shall also be required to furnish acceptable Performance Bonding and Payment Bonding, each valued at 100% of the contract amount. Additionally, the successful bidder shall be required to carry various insurances, including Workers' Compensation Insurance for its employees, and will be required to provide proof of these insurances. A mandatory pre-bid conference is scheduled for Monday April 27th, 2026 at 1:00 PM. The mandatory pre-bid meeting will be conducted at the Franklin County Housing Authority's main office, located at 436 West Washington Street, Chambersburg, PA 17201. Sealed bids will only be opened from companies in attendance at the mandatory pre-bid conference. A site review will be conducted as part of the meeting. Due to the structure of the funding available, the Franklin County Housing Authority reserves the right to complete the work in phases during multiple years, or only a portion of the project may be awarded to the successful bidder. Franklin County Housing Authority reserves the right to reject any and/or all bids and to waive irregularities in any bid. Award will be made to the lowest responsive and responsible Bidder, whose Bid meets or exceeds the criteria established within the Contract Documents.
