INVITATION FOR BID REPLACE UNLEADED FUEL TANK AND OIL-WATER SEPARATOR - READING OPERATIONS CENTER The South Central Transit Authority (SCTA) is requesting qualified firms to submit sealed bids electronically via PennBid for the project "Replace Unleaded Fuel Tank and Oil-Water Separator at the Reading Operations Center." Bids are due by 2:00 PM, prevailing time, on Wednesday, April 29, 2026. The bids received shall be opened online with results posted via PennBid. All documents, specifications and solicitation details are available at no cost electronically at PennBid https://pennbid.bonfirehub.com Bidders will be requested to register with PennBid. A non-mandatory Pre-Bid meeting will be held at the Reading Operations Center at 1700 N 11th Street, Reading, PA 19604 on Thursday, March 19, 2026, beginning at 9:30 AM. All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration. Contractors and subcontractors will be required to comply with all applicable Buy America, Build America Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller General's list of ineligible contractors. SCTA encourages disadvantaged business enterprise (DBE) participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. However, a DBE goal has not been established for this Contract. Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto. Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work. A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required by the winning bidder at the time of the execution of the contract. SCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest. No bids may be withdrawn for a period of sixty (60) days after the date set for the opening of bids.
