NOTICE TO BIDDERS The State College Borough will receive and open sealed bids in the office of the Borough Manager for the following item(s): PROJECT #13-2026 Pugh & McAllister Parking Garages Restoration – Project consists of structural and waterproofing repairs at the Pugh and McAllister parking garages. Electronic drawings, specifications, and proposal forms for the above-mentioned project may be obtained by emailing Kevin Carrigan and Ilkin Jabbarli of THA Consulting, Inc. at kcarrigan@tha-consulting.com and ijabbarli@tha-consulting.com. All bids for Project #13-2026 are to be sealed and plainly marked on the outside, "BID ON PROJECT #13-2026", addressed to Borough Manager Thomas J. Fountaine, II, 243 S. Allen St., State College, PA 16801, and be in his possession prior to 10 a.m. on April 28, 2026. Each bid is to be accompanied by a non-collusion affidavit and a certified check or bid bond in the amount of ten percent (10%) of the amount bid and made payable to the State College Borough. State College has enacted a Responsible Contractor Ordinance setting forth certain provisions to ensure that contractors and subcontractors performing work undertaken by the Borough are qualified, responsible contractors. All bids for this project shall include a fully completed Contractor Responsibility Certification Form as part of the bid submission. A MANDATORY pre-bid conference will be held on April 7, 2026, at 11 a.m. The meeting will convene at the top tier of the Pugh St Garage, 126 S Pugh St, State College, PA 16801, and will include brief site visits to both garages. All bids on Project #13-2026 will be presented to Borough Council at their meeting at 7 p.m. on May 4, 2026.
