LEGAL NOTICE NOTICE IS HEREBY GIVEN THAT the Kingston Town Council will hold a public meeting on Monday, March 16, 2026 at 7:00 pm in the Kingston Municipal Building at 500 Wyoming Avenue, Kingston, Pennsylvania, to consider adoption of proposed amendments to Kingston's Zoning Ordinance or 2023 (the "Proposed Amendments") which are the subject of a Consent Order by and between The Borough of Kingston and the United States Department of Justice which was approved by the Honorable Karoline Mehalchick, District Judge of the United States District Court of the Middle District of Pennsylvania, on February 6, 2026. The Town Council will consider adoption of the Proposed Amendments for the express purpose of complying with the requirements of the federal statute known as the Religious Land Use and Institutionalized Persons Act ("RLUIPA"), 42 U.S.C. § 2000cc, et seq., which prohibits treatment of religious assemblies or institutions on terms less than equal to those applied to nonreligious assemblies or institutions (42 U.S,.C. § 2000cc(b)(1 )), and which prohibits land use regulations which unreasonably limit religious assemblies, institutions or structures within a jurisdiction, (42 U.S.C. § 2000cc(b)(3)). The Proposed Amendments will permit Places of Worship, Religious Schools and Dormitories associated with such uses as of right in all Commercial Districts and permit such uses by Special Exception in all Residential Districts. The Consent Order and the Proposed Amendments to the Kingston Zoning Ordinance of 2023 are available for viewing at the Kingston Municipal Building during regular business hours or on Kingston's website at KingstonPA.org.
